Decision on Unit Division and Measurement Tolerances for the CCC Certification of Lithium-Ion Batteries

On September 27, 2023, after internal discussion, the technical expert group CNCA TC03 announced its decision on the division of lithium-ion batteries into different CCC certification units. The corresponding implementation rule for CCC certification is CNCA-C09-01. Lithium-ion batteries generally require CCC certification. Many regulations are also defined for batteries in China regarding product testing and battery system registration. According to the CNCA-C09-01 implementation rule, lithium-ion batteries are divided into different units if they have different sizes.

To ensure the standardization of the unit division, the following points have been defined:

1. lithium-ion batteries are divided into different units according to the size, and test laboratories must perform appropriate measurements and tests according to them.

2. measurement tolerances were defined.

New Regulation for NAL Labels

China´s Ministry of Industry and Information Technology (MIIT) has recently published Announcement No. 79, 2023 and announced new regulations for NAL labels.

The goal is to improve the management efficiency regarding NAL labels, helping manufacturers to save costs, allow users to query label information more conveniently and better adapt to market development needs. The new regulation also makes the process more environment friendly. NAL (Network Access License) is mandatory for telecommunications products that are exported to China.

Manufacturers now have various options to create new digital NAL labels themselves if they follow the MIIT guidelines. Digital NAL labels are a new option and can be displayed in different ways, such as on the screen of the device and operating system. In the past, manufacturers could only use NAL labels in paper form.

During the NAL registration process, a 21-digits number will be created, which constitutes the final NAL code for a telecommunications product.

The final NAL labels in their new form will look like this (with multiple color choices):

New NAL Labeling methods for China

The applicant can decide to use one of the following methods to display the NAL license logo:

1.         Electronic display

2.         Physical printing

3.         Adhesion of label

Other Approved methods work as well, as long as it meets the requirements of the MIIT.

Implementation of Announcement No. 129 from MIIT regarding SRRC Certification in China

The Ministry of Industry and Information Technology (MIIT) issued its Announcement No. 129 on October 14, 2021 “Notice on Strengthening and Standardizing Radio Management in the 2400MHz, 5100MHz and 5800MHz Frequency Bands”, which confirms that after October 15th 2023, the SRRC approval for radio systems will be carried out in accordance with these new requirements.

In order to achieve frequency compatibility and coexistence of different radio systems in the 2400MHz, 5100MHz and 5800MHz frequency bands, and to improve the anti-interference capabilities of relevant radio transmission equipment and utilize frequency resources efficiently, fairly and rationally, Announcement No. 129 added a variety of new interference avoidance technical requirements for radio transmitting equipment such as “pre-launch search”, “monitoring and avoidance” and “equivalent occupancy rate”. As a result, the testing fee will be increased accordingly.

SRRC certificates obtained before October 15th, 2023 are valid until December 31th 2025. If the applicant company continues to sell the product after this expiration date, it should upgrade the certification standards through application at least six months in advance. New announcement by the CQC on the implementation of performance certification for hydrogen fuel cells in China

The CQC (China Quality Certification Center) has announced that a performance certification for hydrogen fuel cells will be implemented in the near future. In addition to CCC certification, this will become an important component for hydrogen fuel cell engines in the overall vehicle homologation process. On August 31, 2023, the CQC announced that the application for certification of a hydrogen fuel cell engine can soon be submitted to the CQC.

The certification is based on two main documents: These are the Implementation Rules “CQC 1672-2023 Technical Specification for the Performance Level of Hydrogen Fuel Cell Engine” and the Implementation Rule “CQC11-464123-2023 Hydrogen Fuel Cell Engine (Performance) Certification Rules”.
