Authorities in China closed for Chinese New Year 2022

In 2022, the Chinese New Year heralds the Year of the Tiger, beginning February 01, 2022. Also called the Spring Festival, the holiday is determined by the lunar calendar, which is the reason why the date varies each year.

Many Chinese authorities are closed during the time of celebrations, often even a couple of days in advance, to allow employees enough time to travel home.

This year, the Chinese authorities are again closed for several days. According to official information, the CQC (China Quality Certification Centre) will close from Jan. 31 to Feb. 06, 2022, inclusive, and test labs will also be closed during this period. The CCAP (China Certification Centre for Automotive Products) will also close from Jan.29.2022 up to and including Feb.09.2022. Delays are therefore to be expected for ongoing certification processes.

MPR China Certification GmbH in Germany, as well as the subsidiaries in the US and China will be open and working as usual. We will gladly continue to support you with your certification processes during Chinese New Year.

New GB standard GB 16897 for brake hoses in vehicles, motorcycles, mopeds and trailers

A new GB Standard for brake hoses is expected to come into force on July 1, 2022. The previously used GB 16897-2010 standard was implemented in July 2011 and has now been comprehensively revised. The new GB 16897 standard makes it necessary to update existing voluntary CCAP and CQC certificates as well as existing national test reports. According to the. A transition period of 12-18 months is usually granted for manufacturers for this purpose. The transition period will be officially announced after the new GB Standard is formally introduced.

The main changes in the new GB 16897 standard are:

As with previous adaptations of GB standards, it is expected that product re-testing will be required to verify product compliance.

We will be happy to support you in these product tests as well as in updating your CCAP or CQC certificates in China and are always available to answer any further questions you may have.

Flammability Test According to VSTD 19-1 for VSCC Certification in Taiwan

The Taiwanese car market offers many opportunities for foreign carmakers. Over the past eight years, the number of new registrations has steadily increased, reaching a record number of new registrations in 2020 despite the pandemic. Vehicle manufacturers wishing to export to Taiwan must apply for a VSCC Taiwan Certification and meet the Taiwanese regulations in accordance with their Vehicle Safety Certification Center (VSCC). The process to obtain approval in Taiwan involves submitting applications and supporting documentation, testing of relevant parts according to Taiwan’s Vehicle Safety Testing Direction (VSTD).

What are the VSTD’s?

The Taiwan Ministry of Transportation (MoTC) issues the testing standards and entrusts the VSCC with their review and enforcement as a prerequisite for approval for the Taiwan market.

For this purpose, all tests must be conducted either by an accredited technical service with its own test laboratory or in a test laboratory approved by the Ministry of Transportation and Communication (MOTC).

Comparability

Although the VSTD compliant tests bear a close resemblance to the international ECE regulations, ECE tests are not recognized by the VSCC as interchangeable. Only tests according to VSTD are allowed.

One of the largest areas for testing is the flammability test for interior parts: 19. Flammability of the interior materials for motor vehicle.

The VSTD 19-1 for flammability tests is based on the UN ECE Regulation: UN R118 02-S3.

The VSTD specifies how the interior trim parts to be tested, the preparation of test samples, the test circumstances, the behavior that the test pieces must exhibit to pass the test and the exact requirements for the testing apparatus.

Test samples with a size of 100 mm by 355 mm with a maximum thickness of 13 mm, should not burn more than 100 mm per minute in the combustion chamber. It is required to perform the test on five separate test pieces.

The test standard specifies that all trim components of the passenger compartment in a vehicle fall into this category. Insulating materials that would be potentially flammable would also need to be tested.

Non-flammable parts, such as those made of glass or metal do not need to be tested.

In addition to testing, a company registration is also required. Due to the strict requirements of VSCC there are many formalities that should be considered during the registration process. Registration problems can cause delays and additional costs. Professional VSCC consultants will help avoid delays and problems by streamlining the process through proper planning and with their connections at the certification authority and test labs.

If you still have questions about the process or you would like to have your product checked for VSCC certification requirements, please feel free to contact us.

Vivo releases new Android operating system for high-end devices

Vivo, a leading manufacturer in the Chinese smartphone market, released its own operating system, OriginOS Ocean, in early December. It offers direct access to apps, artificial intelligence (AI) features and enhanced privacy protection, according to Vivo. Vivo is another major Android device manufacturer developing its own operating system to compete against Apple’s iOS and Huawei’s HarmonyOS in the high-end market segment. The new operating system is designed to allow users direct access to various apps even when the screen is locked. Also included are services for entertainment, AI-powered fitness apps and advanced protection for private or sensitive data. The expected increase in demand would also mean an increase in smartphone production figures. Many components require CCC certification or SRRC certification so that they can be imported to and used on the Chinese market.

OriginOS Ocean will be available for some Vivo smartphones already shipped and all new devices. The number of users of Vivo handsets is reported by the manufacturer to be more than 400 million worldwide. As of Q3 2021, Vivo owned 23 per cent market share in China, followed by Oppo and Xiaomi, market researchers Counterpoint report. The high-end market for Android devices has recently been subject to greater competitive pressure in China after Huawei was ousted from the top position.

Electronic items and their components, such as smartphones, must conduct a CCC certification in order for the products to be exported to China or manufactured locally. The CCC certificate was introduced in 2002 and is comparable to the European CE marking. If you need CCC certification in the electronics sector, China Certification is an excellent partner for you. We have been advising leading suppliers and manufacturers on their CCC certifications for years.

Digitalization drives Chinese aviation industry forward

The Chinese aviation industry also wants to take advantage of the ongoing trend of digitalization and use it for sustainable growth. In order to integrate the full range of digital technologies for civil aviation, “smart” industry concepts and inventions will make their way into the 14th Five-Year Plan from 2021 to 2025. This was reported by the Civil Aviation Administration of China (CAAC). Since 2010, China’s civil aviation sector has ranked second in the world in terms of passenger numbers. The aviation industry generates and processes an enormous amount of data in the course of the value chain. Increased digitization is therefore particularly appropriate here. With the application of digital technology, safety, efficiency and sustainable growth can be realized, according to the CAAC. Electrical products and components usually require CCC certification for importation into China to ensure that they meet Chinese quality and safety standards.

In doing so, the entire industry, air travel, air cargo and customs clearance, should benefit from the integration of next-generation digital technology. The CAAC is actively promoting the introduction of radio wave technology (RFID) for baggage handling, baggage check-in, facial recognition or information terminals, among others. This will enable Chinese airports to expand their baggage handling capacity. According to CAAC, all major airports with more than 10 million passengers annually will be equipped with RFID before the end of this year. CAAC sees further potential for improvement in the provision of in-flight Internet. By incorporating 5G technology, the CAAC has set a timeline for the development and installation of broadband Internet on aircraft. By the end of June 2021, 769 aircraft from 21 Chinese airlines were equipped with in-flight Internet access. According to CAAC data, this represents an 18 percent year-on-year increase.

Products and components for the aviation industry must be awarded a CCC certificate in order for the products to be exported to China or manufactured locally. CCC certification is a complex project that requires professional guidance at all stages. For several years MPR China Certification GmbH has been entrusted with large CCC projects for the vehicle manufacturers Lotus, Tesla and Bugatti. We will be happy to advise you without obligation about the scope and requirements of a China CCC certification.
