CCC: Updated GB Standard for Household Appliances with an External Power Supply Published

In November 2014 the Chinese certification authority CQC (China Quality Certification Centre, chin.: 中国质量认证中心) announced that household appliances with an external power supply will need to conform to the GB Standard (GB 2099.1-2008) for upcoming CCC certifications. The new requirement is in effect (since September 1, 2014) and applies to plugs and socket/outlets for household appliances as well as any related battery chargers. CCC certification in compliance to the GB 2099.1-2008 is required for Chinese made and imported products with an external power supply that uses a plug, direct network adapters and/or chargers.

The previously applicable GB standards regarding the CCC certifications for Household and similar electrical appliances (GB4706.1), electromagnetic compatibility (GB17625.1) and for household appliances with power supply (GB4943.1) are no longer enough for a valid CCC certification. Existing CCC certificate holders will need to check compliance of their product also to the new standard and renew accordingly.

The new implementation rule CQC12-461237-2009 relates to the following products, which will require an update to the CCC certificate:

Isolated on white backgroundCorresponding household appliances, which already have a valid CCC certification, will have to renew their certification until December 31, 2015 showing compliance with the new requirements. If the certificate holder fails to renew the existing CCC certificates before this date, their certificate will be suspended. The new Implementation Rule will be in full effect June 30, 2016. All certificates must be in compliance by this date or they will be subject to cancelation.

CCC: Randomized Inspections of Imported Cars by the CIQ

In November 2014, the Chinese government authority CIQ (China Entry-Exit Inspection and Quarantine Bureau) published an article on its website regarding randomized inspections of imported cars in order to check their CCC Certification.

The China based government body AQSIQ (General Administration for Quality Supervision, Inspection and Quarantine) is the administrative body for matters related to quality control, inspections concerning import and export cases, certifications as well as accreditations. In order to fulfill these tasks on a local scale, the Chinese customs authority CIQ is responsible for import and export control of products in China. CIQ owns 35 local branches located in 31 Chinese provinces to maintain consistent quality standards through close cooperation with laboratories, local branches, and further government agencies.

Recently, the Chinese customs authority conducted randomized inspections of imported cars in close cooperation with a third institution. International car brands such as Renault, Audi, Volkswagen, Toyota, Hyundai, Mitsubishi, Volvo and seven further manufacturers were affected. A total of 18 vehicles were involved in the checks. Furthermore, regular as well as randomized inspections in order to check CCC certifications of imported cars are scheduled to be conducted to a greater extent in the future.

CCC: CQC Publishes Updated CCC Catalogue with New Mandatory Products

The Chinese certification authority CQC (China Quality Certification Centre, chin. „中国质量认证中心“) updated the CCC catalogue with mandatory products in September 2014. The new updated catalogue includes 165 products that will require CCC certification and their respective product-specific Implementation Rules. The updated CCC catalogue is available as download on the CQC website.

However, not all Implementation Rules in the CCC catalogue have been updated yet. The Chinese authority CNCA (Certification and Accreditation Administration) published 31 new Implementation Rules for CCC Certification in July 2014 that partly already have become effective. These regulatory changes affect products such as:

 

 

 

Until recently, only the Implementation Rule for child restraining devices have been updated in the CCC catalogue (Implementation Rule for restraining devices for child occupants of power-driven vehicles: CNCA-C22-03-2014). Since the catalogue does not include all of the latest regulations, it is important for certificate holders and applicants to check for the latest Implementation Rules that would affect their product’s compliance.

CCC: New Implementation Rules published for Low-voltage Electrical Components

In October 2014 the CQC (China Quality Certification Centre, Chinese: 中国质量认证中心) confirmed and republished the new implementation rules for CCC certification of low-voltage electrical components. As of September 1, 2014 the “Implementation Rules for Compulsory Certification of low-voltage electrical components” (CNCA-C03-02:2014) became effective.

These new regulations were first announced by the CQC In July 2014. The Chinese authority now reissued the announcement to emphasize the importance of the new implementation rules.

The notice states that the new implementation rules are in line with the low-voltage electrical components certification regulations by CQC (CQC-C0302-2014). New certification applications will need to be in compliance with the new implementation rules.

The new implementation rules do not mean that existing certificate holders will necessarily have to reapply for an updated CCC certificate. Manufacturers with a valid CCC certificate will need to check with the CQC regarding what they will be required to do.

CFDA: Article Regarding the Updated Regulations Required for CFDA Approval Published in “China Contact” Magazine

Mr. Julian Busch CEO of MPR China Certification GmbH / China Certification Corporation recently wrote an article regarding the CFDA approval of medical devices in China. This article was published in the November 2014 issue in the magazine “China Contact”.
The short article covers the general import regulations, which are mandatory for the legal import and disposal of certain medical devices for the Chinese market. In recent years, the Chinese regulators have placed more emphasis on the importance on product safety of medical devices. In 2013 the CFDA (China Food and Drug Administration) catalog stating which products require approval, was re-written with many more products being added. In March of 2014 new “Regulations for the Supervision and Administration of Medical Devices” were published, which became effective in June of 2014.

AQSIQ: License Holders Urged to Check Expiration Dates

There are numerous overseas companies exporting recycling material into China and holding a “License of Registration for Overseas Supplier Enterprise of Imported Solid Wastes as Raw Materials“. The license is issued by the Chinese authority AQSIQ (General Administration of Quality Supervision, Inspection and Quarantine), one of the most important Chinese certification and quality supervision bodies located in Beijing.

According to estimations of The Bureau of International Recycling (BIR), a global recycling industry association based in Brussels, the licenses of approximately 500 foreign suppliers are due to expire in December 2014. AQSIQ licenses are usually valid for three years, however companies are obliged to apply for renewal at least 90 days before the current license expires. If a renewal is not applied for within the stated time then the license will be cancelled, leaving companies unable to export products to mainland China.
As a result, license holders are urged to check the expiration dates of their AQSIQ licenses. If a license expires on 31st December 2014, then a renewal must be applied for before 30th September 2014 at the latest.
