Indian Automobile Market Offers New Development Opportunities

A lot of car parts in India need the AIS-Certificate

The latest global data shows that India has overtaken Germany to become the fourth largest automobile market in the world. Automobile sales, including passenger and commercial vehicles, in Asia’s third largest economy grew 9.5% last year, which is the fastest among major global markets. This puts India’s 2017’s sales at more than 4 million units, outpacing Germany’s 3.8-million vehicle sales which rose by a modest 2.8% in the same period.
 
It is expected that India will emerge as the world’s third-largest passenger vehicle market by 2021. The market for passenger vehicles in the country are evolving and a number of economic trends could help with meeting this target. Rapid urbanization means the country will have over 500 million people living in cities by 2030. Rising incomes will also play a role, as roughly 60 million households could enter the consumer class by 2025. At the same time, more people will join the workforce. Participation in the job market could reach 67 percent in 2020, as more women and youth enter the job market, raising the demand for mobility.
 

 
According to a report by the Confederation of Indian Industry (CII), India’s move towards a unified tax regime and the push for “Make in India” offer opportunities to establish and strengthen the local presence. In addition, relatively lower manufacturing costs make it possible to make the country an export hub for auto parts for new cars. India is targeting the deployment of five to seven million electric vehicles in the country by 2020 under the National Electric Mobility Mission Plan (NEMMP) 2020. A CII report states that NEMMP is targeting 400,000 passenger battery electric cars (BEVs) by 2020, which could lead to a reduction in fuel consumption of up to 120 million barrels of oil. CII also expects the new mobility solutions market to grow to around 2 trillion USD market by 2030.

Chinese Authorities Closed During New Year

The Chinese authorities such as the certification institutions CCAP and CQC will be closed for the New Year Holidays.

The New Year holidays will be from December 29, 2018 to January 1, 2019. On January 2, 2019 the authorities will resume their work. Due to the closing delays in the CCC certification process may occur. The issuing of CCC certificates will be delayed. In China, New Year’s Eve is celebrated more quietly in comparison to the Chinese New Year celebrations. The Chinese New Year is also known as Spring Festival and is considered as the most important celebration in China.

The Chinese New Year’s Day which is calculated according to the Chinese lunar calendar will be in February 2019. We will inform you about the exact days when the authorities will close for the Spring Festival when we get the official notice.

CCAP and MPR China Certification GmbH Share a Booth at the IAA Cars 2019 Trade Fair in Frankfurt

From September 12th – 22nd, 2019 the German Association of the Automotive Industry holds the biennial IAA Cars trade fair in Frankfurt. For the first time, the Chinese certification authority CCAP (China Certification Centre for Automotive Products Co., LTD.) and MPR China Certification GmbH are joint exhibitors at the IAA Cars, which is one of the world’s largest and most important automotive exhibitions worldwide.

IAA PKW 2019

Since its premiere in 1897 the IAA has become an important event for the automotive industry. The fair showcases automotive innovations and is an opportunity for the OEMs, suppliers and service providers to exchange information about recent developments as well as to establish new contacts and to strengthen their existing contacts. Some of the most important topics of the IAA Cars next year will be “electromobility” and “connected cars”. 20th Anniversary: CCAP Honors China Certification Corporation

The Beijing based China Certification Centre for Automotive Products Co., LTD. (中 汽 认证 中心 有限公司), CCAP, is an accredited Chinese certification authority founded in 1998. As the name implies, CCAP’s activities focus on the certification of automotive parts that are either manufactured in China or imported into the Chinese market. The CCC certification is the main focus of CCAP’s work.

Celebrating their 20th anniversary the CCAP hosted an event in Changsha, China which is the capital of Hunan Province, on November 22, 2018. The choice of Changsha over Beijing might be surprising at first, but there was a reason for this. The region plays an important role in the development of the automotive industry in China. Numerous well-known manufacturers such as Shanghai-Volkswagen, Guangzhou Automobile Group and Changfeng Motor maintain facilities in the Changsha National Economic and Technical Development Zone. The local VW plant with an annual output of 280,000 vehicles worth around 2.5 billion euros is one of the largest in China.

China Certification Corporation was the only foreign enterprise to be honored by CCAP with an award for “Outstanding Cooperation and Partnership”. Since 2005, China Certification Corporation / MPR China Certification GmbH has been accompanying hundreds of plants around the world to ensure a successful CCC certification. From initial certification to annual follow-up audits to certificate extensions and changes, MPR China Certification GmbH covers all areas of certification. In 2016, CCAP opened its only foreign representation in the premises of the MPR China Certification GmbH in Frankfurt which further strengthened the good relations with the authority and helped optimizing the certification processes.

New CNCA Announcement: Certain Products Are No Longer Subject to Compulsory CCC Certification

In December 2018, the Certification and Accreditation Authority of China (CNCA) published announcement No. 29-2018 which includes a list of twelve products that will no longer be subject to CCC certification in China (s. appendix 1 below). As of now, CCC certificates of affected products will become invalid and affected products may no longer be marked with the CCC logo.

However, the respective product requirements, which are laid down in the national Chinese standards, the so-called GB standards, continue to apply. In order to be able to legally import or sell products in China, conformity with Chinese standards is essential.

CNCA Announcement: Certain Products No Longer Subject To CCC

The most reliable way to guarantee and demonstrate conformity of production is ensured through a voluntary certification. Where possible we strongly recommend to make use of this option in order to avoid unnecessary risks during the import of your products to China. The Chinese Certification Authorities China Quality Certification Center (CQC) and the China Certification Center for Automotive Products (CCAP) also offer to convert existing CCC certificates of the products listed in appendix 2 into voluntary CQC or CCAP certificates. The basic process of voluntary certifications and the corresponding follow-ups are almost identical to the CCC certification, but depending on the responsible certification authority a few differences have to be considered: By converting existing CCC certificates to a voluntary certification, the logo for the marking will change in any case. Plants that are certified by CQC will also receive a new factory code. CQC factory codes for plants with a voluntary certification start with a “V” instead of an “A”. Based on current information, converting existing CCC certificates to voluntary CQC mark certificates is only possible until April 30, 2019.

According to the CNCA announcement, a self-declaration is now possible for the following four product categories (see appendix 2 below) in addition to the normal certification mode. There are different testing requirements depending on the product category. Even with a self-declaration, it is required to conduct annual product tests for most products. In some cases, testing will have to be conducted in an accredited Chinese testing laboratory.

Chinese camping industry in a spirit of optimism

In June of this year, the camping and travel fair All-In-Caravaning Beijing took place on a new and larger site than in 2016. In two exhibition halls, the Chinese were informed on 33,000 square meters about recreational vehicles and the related accessories. European, American and Chinese manufacturers were able to present their products to the 30,000 visitors, a significant increase over 18,000 in the previous year. The fair in China is supported by the German sister fair Caravan Salon Düsseldorf with its own local subsidiary.

Chinese camping industry in a spirit of optimism
The number of exhibitors has also more than doubled with 700 companies compared to 2016. Renowned European vehicle and accessory brands such as Adria, Dethlefffs or Hymer were present. The manufacturers enjoy a good reputation, especially in the quality of their products, but are also much more expensive than their Chinese competitors. But there are also numerous manufacturers in China who build motorhomes. The most famous of them are Great Wall, Brilliance and Maxus, among others. The most popular vehicles among the Chinese customers are pick-up campers. These are usually equipped with a double cabin for more seats and a fixed body. To benefit from the growing market and produce motorhomes locally, some European manufacturers have already established joint ventures, including Hymer with Loncen or Pilote with Hunan.

The infrastructure for campers, especially the number of campsites, has grown rapidly in recent years in China, from a negligible 40 in 2010 to 500 sites last year. The government supports this type of holiday and has announced that by 2020, the number of campsites will increase to 1,000. Automaker Chery built a plant for the production of motorhomes in Huangshan, Anhui province in 2012 and started production at the end of 2014. There are now 500 motorhomes produced annually for an average price of 182,000 yuan (about $26,000). In addition, Chery Automobiles has a stake in Tuju, a developer of campgrounds, and the executing Wuhu Construction Investment Co company. Caravans and motorhomes must pass the China Compulsory Certification CCC before being imported or placed on the market. Also the Chinee GB standards must be fulfilled.
