Chinese Authorities closed at Turn of the Year – 2023/24

At the end of 2023 and the beginning of 2024, the Chinese authorities and certification bodies will be closed.

New Year celebrations will take place from December 31, 2023 to January 01, 2024, and the offices will resume work on January 02, 2024. This closure period over the turn of the year may lead to delays in certification.

Although New Year’s Eve is celebrated rather quietly in China compared to the Chinese New Year, which is also known as the Spring Festival and is the most important festival in the country, it is still a time to be noticed. The Spring Festival holiday, whose date is determined according to the Chinese lunar calendar, will take place next year from February 9/10 – 17, 2024. We will inform you in time about the exact closing days of the authorities during the Spring Festival.

CNCA: Amendment of the standard for CCC certification of low-voltage switchgear and switchgear assemblies

On 9 November 2023, the Certification and Accreditation Administration (CNCA) announced a new version of the GB Standard for low-voltage switchgear and switchgear assemblies in  Notice No. 2023 (24). Switchgear and similar products usually require CCC Certification in  order to be approved for import and distribution in China.

GB/T 7251.2-2023 (Low-voltage switchgear and controlgear assemblies—Part 2: Power switchgear and controlgear assemblies) will replace GB/T 7251.12-2013 and will enter into force on 1 March 2024. As of this date, the CCC certification standard for low-voltage switchgear and switchgear assemblies will be changed from GB/T 7251.12 to GB/T 7251.2 in the corresponding mandatory CCC certification rules CNCA-C03-01:2014.

This revision does not change the scope of the CCC Certification Catalog. This notice obliges manufacturers of low-voltage switchgear and switchgear to carry out the CCC Certification Self-Declaration (CCC SD/ CCC-Self-Declaration) procedure and the updating of certificates in accordance with the relevant provisions in CNCA Notice No. 2021(4).

New Implementation Rules for Product Certification of E-Bikes in China

The national certification and accreditation commission CNCA (Certification and Accreditation Administration of the People’s Republic of China) issued the new Implementation Rules CNCA-C11-16:  2023 for the mandatory product certification of electric bicycles in September. The revised regulations came into force at the day of their announcement on September 14, 2023. At the same time, the old “Implementation Rules of Mandatory Product Certification for Electric Bicycles” (CNCA-C11-16:2021) will be repealed. Many products and components from the e-bike sector require CCC certification in order to be approved for import and distribution in China. For relevant batteries, additional battery system registrations are required in China.

According to the new version of these regulations and implementation rules, certification bodies must in turn formulate specific implementing regulations for mandatory product certification and file them with the CNCA.

Since the date of this notice, certification bodies have been required to carry out certification in accordance with the new version of the regulations. Previously issued, valid certificates can still be used, whereby a change of certificates to the new implementation rules should be carried out in a smooth transition in the course of the next upcoming updates of the documents, e.g. in the case of renewals, product changes and other standard changes.

New Standards for Hydrogen Cylinders in the Field of E-Mobility

On May 2023, the National Standardization Administration Committee (SAC) has announced several new product certification standards, several of which are relevant for the area for E-Mobility. Many E-Mobility products and components often fall under specific product test and registration requirements.

Two of the new standards relevant for e-mobility are covering hydrogen gas cylinders for automotive and land vehicles:

The planned implementation date for GB/T 42626-2023 is December 1, 2023. The implementation date of GB/T 42612-2023 is published for the following next year on June 1, 2024. The Chinese implementation rules set the framework of valid product standards, forming the cornerstone for compliance on the Chinese markets.

Manufacturers need to be prepared for regulation updates to ensure that their product uphold the compliance requirements in order to be approved for import, use, sales and distribution in China.

MPR China Certification accompanies IPO of partner company CMCI in Shenzhen

On December 1, 2023, MPR China Certification GmbH, represented by its Managing Director Julian Busch, was the only foreign company to attend the IPO ceremony of CMCI in Shenzhen. China Machinery Huanyu Certification and Inspection Co, Ltd (CMCI) has been active in the field of certification and testing in China for many decades.

The invitation to the IPO (Initial Public Offering) on the Shenzhen Stock Exchange was a great honor for MPR China Certification. The IPO and the festive supporting program provided ample opportunity to discuss the future strategic approaches of CMCI and CCAP with the Managing Director of CMCI, Mr. Fu, and the Managing Director of CCAP, Mr. Ma.

The China Certification Center for Automotive Products (CCAP) is the subsidiary of CMCI and is a leader in issuing CCC certificates and voluntary certificates in the automotive sector in China. MPR China Certification GmbH, based in Germany with its subsidiary China Certification Corporation in the USA, has been working very closely with the China Certification Center for Automotive Products (CCAP) for many years, which is underlined by the fact that the European representative office of CCAP has been established on the premises of MPR China Certification GmbH.

CMCI and CCAP are aiming to further internationalize the business to support manufacturers outside of China and local Chinese manufacturers alike in their expansion.

The IPO was a complete success. The new stock closed the first day of trading in Shenzhen with a price increase of almost 200%.

SMVIC signs MOU with MPR China Certification in Shanghai

On November 29, 2023, SMVIC (Shanghai Motor Vehicle Inspection Certification & Tech Innovation Center Co., Ltd.) and MPR China Certification GmbH signed a MOU (Memorandum of Understanding) in Shanghai.

MPR China and SMVIC have been cooperating very closely for many years in the field of testing and certification for the Chinese market. The MOU underlines the quality of this very close cooperation between MPR and SMVIC, which has now existed for over 15 years and is to be further expanded.

With the emergence of various innovative products in the field of E-Mobility and the accompanying significant expansion of laboratory capacities, this cooperation is becoming even more important.

MPR China conducts the majority of its tests for complete vehicles, interior trim components, seats, powertrains, batteries, brake hoses, fuel tanks, lights, etc. at SMVIC.

The Managing Director of MPR China Certification GmbH, Julian Busch, and Director of Marketing, Mr. Hu, of SMVIC signed the MOU in a ceremony at the SMVIC headquarters in Shanghai. MPR China was also given an in-depth insight into SMIVC’s ambitious plans and the current and planned laboratory capacities.
