CCC: New GB-Standard for Installation of the External Lighting and Light-Signaling Devices for Motor Vehicles and Trailers Close to be Released

The SAC (Standardization Administration of China) is working on a new version of the national GB standard GB4785-2007 for the prescription for installation of external lighting and light-signaling devices for motor vehicles and trailers. The new version will be announced soon and should come into effect on July 1, 2016.

Some of the points that are changed or added and already announced in a draft version are the following:

It is still open if the GB standards GB17509, GB18408 and GB23255 for the external lighting will be updated as well after the new GB4785 will come into effect. The Standard GB4785 is the regulatory basis for the certification of complete vehicles. This means manufacturers need to fulfil this new standard for parts which are not only certified in accordance with the other standards, but which are also assembled on complete vehicles and then imported to China.

CCC: New GB-Standard for Limits of Fuel Consumption for Light Duty Commercial Vehicles

The SAC (Standardization Administration of China) has released the new GB standard GB20997-2015 for the limits of fuel consumption for light duty commercial vehicles on December 12, 2015. This standard replaces the old GB20997-2007 and will come into effect on January 1, 2018.

The GB20997-2015 effects light duty commercial vehicles (fueled with gasoline or diesel) with a maximum speed of at least 50km/h or more as well as with a total vehicle mass not exceeding 3500kg. The new standard is based on the regulations of GB/T 19233 which is the national standard for the test methods for fuel consumption of light duty commercial vehicles.

The goal is to also reduce the fuel consumption of light duty commercial vehicles which means to reduce the emissions as well. In many Chinese cities there are limitations and driving restrictions for heavy duty commercial vehicles. Due to this reason, light duty commercial vehicles have a relatively large share of the total traffic volume and therefore contribute significantly to the city`s air pollution.

CCC: CQC Announcement about the New Regulations for Automotive Parts

In its announcement of March 3, 2016 the CQC (China Quality Certification Centre, chin.: 中国质量认证中心) has again referred to the regulatory changes of the CCC certification.

In September 2014 the CNCA (Certification and Accreditation Administration) announced new regulations for CCC certification of automotive components, which have been in effect since January 1, 2015. This means, that all current CCC certificate holders will need to update their current certificates to the new Implementation Rules by January 1, 2017.

The new regulations increase the scope of interior components which are subject to CCC as well as changes to the process of CCC certification.

The updating of the CCC certificates to the new Implementation Rule can only be made in conjunction with an annual follow-up audit at which time the request for the certificate update must be made. During the annual follow-up-audit the Chinese authority will check if the CCC certified facility meets all of the new requirements. If so, an amendment is accepted and the new certificate(s) will be issued.

In order to train the CQC auditors to the new regulations and requirements, a special training took place in Beijing in April 2016.

Certificates that are not updated by January 1, 2017 could lose their validity. Certificates that are not valid mean that the products on the certificates will no longer be able to be sold, traded or used in the Chinese market. Automotive CCC’s for components which are not valid can possibly cause complete vehicles to be held in customs or to be no longer imported into China.

Therefore, certificate holders should immediately start the process of updating. We recommend to perform the update on the new CCC regulations with the follow-up inspection. If not requested, the certificates will not be updated during the normal follow-up audits. You will need to request the update.

As part of the new Implementation Rules and annual audit update, the CoP Plan (Conformity of Production) of the manufactured and all related procedures are now audited. All relevant CoP documents will need to be available and completed prior to the factory audit.

CFDA: Meeting of Delegations of EU Commission and CFDA in Beijing

As announced on the website of the China Food and Drug Administration (CFDA) a meeting of the EU-China Working Group on pharmaceuticals was held in Beijing on March 9, 2016. The European Commission delegation was headed by Mr. Andrzej Rys, director of Directorate-General for Health and Food Safety (DG SANTE) of the European Commission, and Mr. Guido Rasi, executive director of the European Medicines Agency (EMA).

Both sides had in-depth discussions on the reform of China and EU drug evaluation and approval system, international multi-center clinical trial, anti-counterfeiting legislation of EU, management of online pharmacy, participation in relevant international coordination mechanisms, and cooperation in review and evaluation etc.

CFDA and the European Commission signed the Consultation and Cooperation Mechanism in 2013, and agreed to regularly have constructive dialogues on pharmaceutical laws and regulations and explore the possibility of cooperation in the field of coordination and standards.

CQC: Voluntary CQC Mark Certification for Electrical Machines and Controllers for Electric Vehicles

In our news from December 2015 we have informed you about the recorded high sales figures for the Chinese electric vehicle market.

The Chinese authorities are supporting the development and use of electric vehicles. Electrical machines and controllers are core components for electric vehicles. To comply with the trend of electric vehicle development and to meet the development needs of the industry, the CQC now offers a Voluntary CQC Mark Certification for electrical machines and controllers which currently do not need a CCC certification.

The new Implementation Rules CQC11-469122-2015 for “Electrical Machines and Controllers for Electric Vehicles” were announced by the CQC on May 18, 2015. The relevant GB Standards are GB/T 18488.1-2006 and GB/T 18488.2-2006.

Strengthening Cooperation with the CCAP

For many years MPR China Certification GmbH / China Certification Corporation have been working closely together with the CCAP (Certification Centre for Automotive Products). October 16 -18, 2016 MPR China Certification GmbH and the CCAP will be jointly exhibiting at the IZB – International Suppliers in Wolfsburg, Germany. In 2014 MPR China Certification GmbH and the CCAP have shared a booth at the IZB fair and have cooperated in presenting several events together.

In 2013 MPR China Certification GmbH was designated as “outstanding certification company” by the CCAP. MPR China Certification GmbH has been the only non-Chinese company ever awarded this honor.

The executives of CCAP and MPR China Certification GmbH regularly meet to discuss new regulations and the current situation to insure an optimal CCC certification process for their clients.

On April 7, 2016 a meeting was held at the CCAP in Beijing with Mr. Fu who recently took over the leadership of the Chinese certification authority from Mr. Qiang. Mr. Fu is well qualified with many years of experience in the field of certification. During the meeting with Mr. Julian Busch (General Manager of MPR China Certification GmbH) Mr. Fu reaffirmed their continued cooperation and presented their ideas to further optimize the CCC certification process. The meeting was successful and clients of MPR China Certification GmbH will continue to benefit from these meetings by being assured that they will have the best representation with all of their certification needs.

CQC: New Implementation Rules for Voluntary CQC Mark Certification of Electronic Products

On March 21, 2016 the CQC (China Quality Certification Centre) issued an overview of the latest Implementation Rules for the Voluntary CQC Mark Certification of electronic products. These Implementation Rules were originally issued by CNCA (Certification and Accreditation Administration of the People’s Republic of China) and were updated by the CQC for Voluntary CQC Mark Certification.

The main differences between the old and the new Implementation Rules for the Voluntary CQC Mark Certification of electronic products (above) are in regards of new regulations for product tests and annual follow-up inspections.

The relevant standards for components and assemblies at high voltage (CQC11-469400-2015) were updated from SJ3273-90 to SJ/T3273-2013 and for Laser systems (CQC11-483151-2016) from GB7247.1-2001 to the newer GB7247.1-2012.

CCC: New Details Published for the Certification of Extension Cables

According to the announcement No. 3 of the CNCA (Certification and Accreditation Administration of the People’s Republic of China) published January 8, 2016 additional GB standards have been released for plugs and sockets for domestic use and similar purposes. The new GB Standard, GB 2.099.7-2015 (“Plugs and Sockets for Domestic Use and Similar Purposes, part 2-7: Special Requirements for Sockets of Extension Cables”), was added to the Implementation Rule CNCA-C02-01:2014 and the old GB Standards GB 2099.1 and GB 1002/GB 1003. GB 2.099.7-2015 was announced on October 13, 2015 and will come into effect on April 14, 2017.
