CCC: Chinese Authorities Closed During New Year

At the turn of the year from 2016 to 2017 the Chinese authorities and certification bodies will be closed for a few days.

Chinese authorities and companies will be closed from Saturday, December 31, 2016 through Monday, January 02, 2017. Starting from January 03, 2017, the Chinese authorities will once again resume their business during their normal hours. The Chinese Lunar New Year will take place at the end of January 2017 through early February 2017. We will inform you prior as to the closing times of the authorities.

Due to the holidays and corresponding closures, we anticipate that there will be delays in the certification processes, and testing.

CCC: A growing Number of Automotive Suppliers Open Manufacturing Facilities in China

In 2016 many automotive suppliers opened new production facilities in China, and even more are planned for 2017. The growing number of factories is a direct result of the ever growing demand for China based car manufacturers as well as an effort to reduce both cost and lead time for components.

In 2016 over 26 million cars were sold to China, with no end in sight as to the growing demand.

Parts that are subject to CCC certification are required to be CCC certified even if they are produced in China. The same applies to assembly parts that are produced in foreign countries but undergo the final assembly in China. Contrary to what some manufacturer believe, CCC is not a tool to create artificial obstacles for companies to sell to the Chinese market. CCC is a safety certification similar to those required by other countries.

CCC: Update to the New CNCA Implementation Rules

As already reported in previous news, the update of existing CCC certificates to the new Implementation Rules must be completed before the end of 2016. This includes, but is not limited to product categories such as interior trimming products and seats. Companies whose certificates still show the old implementing rules must submit their COP plan to the relevant authority by the end of 2016. This is necessary for both the CCAP and the CQC.

In the case of the CCAP, the update of the certificates to the new implementation rules must be finished by December 31, 2016. With the CQC it is sufficient to submit the COP plan and have it approved by the CQC before the end of 2016.

If the COP plan has been accepted by the CQC a “CQC Modification Approval” will be issued. After the CQC Modification Approval has been received, the certificates can be updated to the new implementation rules in the course of the next annual follow-up inspection in 2017. If the COP plan is not submitted by December 31, 2016, the CQC Modification Approval will not be issued. This means that the CCC certificates of the affected manufacturer will no longer valid and the products may be held in the customs.

If you have not submitted your COP plan yet, you should do so as soon as possible. In this case, you should definitely hire a consulting company that supports you, since the CQC is very strict regarding this necessary Implementation Rule update, and it cannot happen without submitting the CoP plan and receiving the Modification Approval.

CCC: Article About CCC-Certification Published on COMPLIANCEGATE

On December 14, 2016 the online platform “COMPLIANCEGATE” published an article about CCC-certification, written by Mr. Julian Busch CEO of the MPR China Certification GmbH/ China Certification Corporation. CCC: Every third Car is Sold to China

As previously mentioned in our news articles, the Chinese market is form huge importance for the German car manufacturers. Globally the Chinese automotive market represents over 33% of all vehicle sales worldwide.

In China, there is a steadily increasing demand for German premium vehicles and growing demand for SUV’s. This sales trend was pushed by tax incentives for small motorized weighing. That’s the reason for the huge demand of small SUV’s like e.g. BMW X1.

As mentioned in the article form the “Manager-Magazin”, from November 26, 2016, the German OEMs sold approximately 19% more vehicles to China in the third quarter of 2016, compared to the previous year. The Volkswagen Group had about 40% of its new registrations in China this year, with 22% of all newly produced BMW cars were sold to China, and 19% of all Daimler motor vehicles were sold in China.

It is exciting to see how the sales will develop in the coming year, as the end of the year the tax relief will come to an end.

The huge potential of the Chinese automobile market strengthens the OEM’s as well as the automotive supplier network. Many different types of automotive parts are required to have CCC certification. It is important to check if CCC is needed to avoid problems.

CCC: Musical Instruments and Sound and Video Equipment are Subject to CCC-Certification

Just as with the variety of products which are produced for the automotive industry, many products that can be found in every household and daily life are subject to CCC-certification as well.
Since 2012 musical instruments and sound and video equipment are required to be CCC certified in order to be able to export them to China legally. A few examples are keyboards, electric pianos and organs, amplifiers, sound and video recording equipment and transmitters.

As with every other CCC certification the GB standards constitutes the general base by which the product tests are established. It defines the test requirements, conditions, and limits.

Relevant GB standards:

As mentioned above, the GB standard builds the bases for the product tests, whereas the implementation rules define the framework for the certification process itself. For the products mentioned above, the relevant Implementation Rules are CNCA-C08-01:2014 and CQC-C0801:2014. Among other aspects they describe the process of the factory audit, how to apply for the certification, the certification scope and deadlines.

BMW and Rolls-Royce Recalls Cars in China

Recently, BMW and its subsidiary Rolls-Royce launched a major recall of 33,600 cars. The reason for this was due to defective airbags. A programming error of the airbag sensor can prevent triggering of the airbags during front and/or rear-end collisions. The software error was caused by the airbag supplier who was responsible for manufacturing of the sensors.

The programming error could have already caused a death in China. However, there is no evidence that this is solely due to the non-deployment of the airbag. The vehicles affected by the recall include the BMW 7 series, the BMW 5 series GT, and the Rolls-Royce Ghost series manufactured between December 2011 and June 2012. Most of the affected vehicles are in circulation in China, in Germany, only about 2300 cars are affected by the recall.

BMW and Rolls Royce immediately informed vehicle owners of the recall. Typically, the programming error can be resolved in a workshop within three hours and it is free for the vehicle owner. The repairs are being stored in a database in order to ensure that the fault has been remedied for every affected vehicle.

The BMW spokesman assured that the problem has nothing to do with Takata’s problems, where millions of cars had to be recalled due to problems with the Takata airbags. There were several deaths associated with the Takata airbag failure.

To check if your vehicle is affected, you can contact your BMW dealer directly.

At the moment, airbags or airbag sensors are not yet included in the scope of the CCC certification, but must be tested in the course of the overall vehicle assessment.

CCC: Children’s Bicycles and Tricycles Need CCC Certification

Similar to toy products, children’s bicycles and tricycles (age 4-8 years) are required to get CCC certification to be sold into the Chinese market. The relevant GB standard is GB 14746-2006 for “Safety Requirements for Bicycles for Young Children”. This GB standard replaces the older GB 13472-1992 and GB 14746-1993. The corresponding Implementation Rule is CNCA-13C-068:2010 for “Children’s Vehicles”.

The standard GB 14746-2006 is based on the standard of ISO 8098:2014 “Bicycles for Young Children” and describes specific safety standards, performance requirements and test methods. Both standards are applicable to bicycles with a maximum saddle height of more than 435 mm and less than 635 mm, propelled by a transmitted drive to the rear wheel or wheels for tricycles. These standards are not applicable to special bicycles intended for performing stunts, such as BMX bikes.

The Implementation Rules CNCA-13C-068:2010 for “Children’s Vehicles” are covering the following GB standards:

Children’s bicycles: GB 14746-2006

Children’s tricycles: GB 14746-2006

Stroller: GB 14748-2006

Children’s balance bikes: GB 14749-2006

Toy bicycles: GB 6675-2014

Electric stroller: GB 6675-2014 and GB 19865-2005
