CCC: New Implementation Rules for Brake Hoses

In a previous news article, we have informed you that the Chinese authority CNCA (Certification and Accreditation Administration) has published a total of 15 new Implementation Rules for the CCC certification of automotive components in August 2014. These new regulations were implemented on January 1, 2015.

As a part of this update, the Implementation Rule CNCA-02C-057:2005 for brake hoses was replaced by CNCA-C11-06:2014.

All manufacturer must update their existing certificates to the new implementation rules by December 31, 2016. Certificates that have not been updated by then will be initially suspended and then cancelled. If you not have taken the necessary steps to update your certificates or if you have any doubt whether your actions taken are sufficient, please do not hesitate to get in touch with us immediately, we are here to help.

With regard to the new Implementation Rule CNCA-C11-06: 2014, the main changes are concerned with the interpretation of the marking requirements, which have changed considerably since the previous Implementation Rule. It is important to fully understand the differences and make the necessary adjustments.

CCC: Los Angeles Auto Show

This year Los Angeles Auto Show takes place November 18-27, 2016 at the Los Angeles Convention Center. The exhibition is one of the most important and biggest trade fairs in the field of automotive in the US. It becomes a serious competitor to the North America International Auto Show in Detroit. The show will be attended by journalists, professionals, buyers and representatives of automotive manufacturers.

The Los Angeles Auto Show has become a professional exhibition with press days and vehicle debuts taking place on November 16th and 17th.

With an area of 71,000 sqm visitors are able to get information about the latest developments and world debuts in the automotive industry. Unlike other automotive fairs, the focus is not on e-mobility, but on the SUV’s sector. This will be underlined by the high number of SUV and crossover performance models.

China Remains the Most Important Growth and Sales Market for German Automotive Manufacturers

China has been the most important market for German automotive manufacturers. As early as 2009, China replaced the US as the world’s largest automotive market. In the same year, China became the world’s largest automotive producer. Although 2015 saw a slump in sales in the automotive sector, 24.8 million of the 80 million vehicles sold worldwide were sold in China. For German automobile manufacturers, 2015 sales were slower in China. In an effort to counter the slowed sales, the Chinese government responded with tax incentives for domestic manufacturers. 2015 was the first time German automobile manufacturers experienced a decline in sales. Only Mercedes-Benz was able to record a sales growth of 29 percent.

Despite disappointing sales in 2015, China remains the most important growth market for German automotive manufacturers. With more than 20 million vehicles sold annually, the Chinese market is more than seven times the size of the German market. Other markets with enormous sales potential such as India are far behind China due to factors such as the low spending power. Russia and Brazil also have enormous potential, but automobile markets in the two countries have fallen sharply due to economic crisis in those countries.

The growth of the Chinese automotive market is expected to be 5.2 percent in 2016 and 4.5 percent in 2017. Regardless, growth rates of around 5 percent are enormous in such a mature market. The Chinese automotive market will continue to be the most important growth and sales market for German automotive manufacturers for the foreseeable future. This means that the Chinese market is also increasingly important for all automotive suppliers. The basis for the export and distribution of many automotive components in China is the CCC certification.

CCC: New GB-Standard for Installation of the External Lighting and Light-Signaling Devices for Motor Vehicles and Trailers Effective

As we have announced in an earlier news, the SAC (Standardization Administration of China) published a new version of the national GB standard GB4785-2007 for the prescription for installation of external lighting and light-signaling devices for motor vehicles and trailers. The new version GB4785-2015 came into effect on July 1, 2016.

Some of the points that are changed or added are the following:

There is a new version of GB18408-2015 for registration plate lamps, which also came into effect on July 1, 2016.

The Standard GB4785 is the regulatory basis for the certification of complete vehicles.

All CCC certificates for external lighting and light signaling devices for vehicles need to be updated to the new Implementation Rules CNCA-C11-07:2014 which is mandatory starting from January 1, 2017.

CCC: CCC Modification Approval must Completed by the End of 2016

As we have mentioned in our news before, all CCC certificates in the categories affected by the update of regulations such as interior trimming products and seats are required to be updated to the new CNCA Implementation Rules.

Companies whose certificates have been issued in accordance with the old Implementation Rules are required to submit a CoP (Conformity of Production) Plan with the respective authority, before December 31, 2016. This is required regardless of which authority the certificate has issued.

Certificates that have been issued by the CCAP will be updated during the annual follow-up audit this year, companies that hold certificates issued by the CQC have to submit the correct CoP plan before the end of this year directly to the CQC.

When preparing the CoP plan it is crucial that it is completed on the appropriate CQC or CCAP approved template. CoP plans that are not submitted on the appropriate template, or that are incomplete will be rejected. In order to be able to facilitate a timely submission and acceptance of the CoP plan, the CQC will issue a “CQC Modification Approval” to the applicant. After obtaining the CQC Modification Approval the manufacturer is allowed to update the CCC certificates along with the next annual follow-up audit.

If the manufacturer is unable to submit a CoP plan before December 31, 2016, they will not be able to obtain the CQC Modification approval. Certificates that are not updated by January 1, 2017 will be out of compliance and subject to suspension, then cancellation.

There is not much time left in 2016, so the CoP plan must be submitted to the CQC as soon as possible. Without the Modification Approval there is a chance that products could be stopped by Chinese Customs.

Meeting between CVC and MPR China Certification GmbH

On November 1, 2016 a meeting took place between Mr. Deng Junyong, the General Manager and Senior Engineer of the Vkan Certification & Testing Co., Ltd. (CVC), and Mr. Julian Busch, the Managing Director of MPR China Certification GmbH. The meeting took place in the premises of MPR China Certification GmbH. This meeting and the ongoing communications are to further strengthen and expand the collaboration between the two companies.

The CVC is an institute specialized in product testing. The CVC was founded in Guangzhou in 1958 and is an independent third party company, but is closely associated with the China National Electric Apparatus Research Institute (CEI). The CVC is among the CB test labs with the most accredited standards in Asia and is accredited by the CNAS.

The CVC provides services such as product testing and certification, management system certification, metrology and calibration, inspections, training and other technical services. The CVC tests a wide range of products such as electrical appliances, IT equipment, electrical accessories, lighting, toys, automobiles, batteries, medical devices, compressors, welding equipment and much more.

Like MPR China Certification GmbH, the CVC also has a close collaboration with the China Certification Centre for Automotive Products (CCAP). On November 13, 2015 the CVC and the CCAP signed an agreement at the Guangzhou Auto Parts fair, in which both institutions have strengthened their mutual collaboration. Mr. Deng Junyong gave a speech at the fair focusing on this collaboration and the commitment of both organizations commitment to improvement in product quality and to promote the continued development within the automotive industry.

CCC Training in Cooperation with the TÜV Academy

On the November 2, 2016 we offered a CCC training course “Certification Requirements and Procedures in the People’s Republic of China (CCC certification).” The next day, November 3, 2016, we held another training CCC course “Certification Requirements and Procedures in the People’s Republic of China in the automotive area” aimed at the concerns of the automotive suppliers and OEM’s. Both events were held on in cooperation with TÜV Academy in Munich.

Participants received an overview of CCC mandatory products along with the relevant Chinese National Standards (known as GB standards) and CNCA Implementation Rules that state which products fall under the CCC compulsory certification regulations. The courses also gave an overview of the corresponding Implementation Rules which dictate the requirements for the process of obtaining CCC certification, the marking procedures and the mandatory annual follow-up audits.

The complete CCC process, scope, planning and potential areas of difficulties were discussed. It is helpful to completely understand the actual certification process by attending a CCC training course. Attendees will be better prepared and can plan accordingly to meet their deadlines without additional stress.
Participants were given examples of the individual product categories that require CCC certification so that they could determine if their product is subject to required certification. CCC certification may be only one of several required certifications needed to import a product into China. It is important to check if additional certifications such as CEL (China Energy Label) or NAL (Network Access License) are also required. Additional required certifications were also discussed at the meetings.
All participants received a certificate issued by the TÜV Akademie for their participation in the training.

CCAP publishes Article on its Website about the Opening of the Representative Office in the Premises of MPR China Certification GmbH

As already reported on our website, the first representative office outside of China of the China Certification Centre for Automotive Products (CCAP) was opened on October 12, 2016 in the premises of MPR China Certification GmbH. The CCAP has published on its official website an article about the opening of the office, which can be found here. As it can be read in the article, Mr. Fu Zhijian (CCAP Director) emphasized that this was an important step to make the certification process even more efficient. In addition this will strengthen the position of CCAP in Germany, Europe and ultimately China. Mr. Fu also said that the opening of the first foreign representative office was also part of the 13th Five-Year Plan (2016-2020).

The Five-Year Plan includes topics such as the targeted economic growth, easier access to the market for private companies or the facilitation of new company start-ups. In addition, the five-year plan includes important growth sectors in the production area.

In the 13th Five-Year Plan an even stronger focus is being placed on the services sector. Too much dependency on foreign trade is to be reduced by the stronger focus on the service sector. Here too, collaborations such as between the CCAP and MPR China Certification GmbH, will simplify and optimize processes. CCC: New implementation Rules for Safety Glass

China’s demand for safety glass from Europe and the US continues to grow. Chinese companies continue to rely on safety glass from foreign manufacturers for quality reasons.

Like many other products, security glass in China is subject to CCC-Certification.

The basis of the CCC certification is the GB standard GB9656-2003, which defines the necessary product tests (“GB” stands for Guobiao which is Chinese for “National Standard”).

The current CNCA Implementation Rule for safety glass is CNCA-C13-01: 2014, which was implemented on September 1, 2014. It replaces the previous Implementation Rule CNCA-04C-028: 2009.
The following safety glass categories are affected by the change:

Generally, the Implementation Rules define the basic guidelines of the CCC certification. They stipulate the certification procedure, they dictate the number of test samples, as well as the procedure followed for the initial and follow-up factory inspection. In addition, the implementation rules also determine how a product has to be marked.

With CNCA-C13-01: 2014 it is important to focus on “Thermal Stability Tests”, since this is crucial in the certification process.

There are two different certification authorities authorized to certify safety glass. Only the CQC and CTC are authorized to issue CCC for safety glass.
