Implementation of CAV Certification

On November 15th, 2023 the first annual conference of the Motor Vehicle Certification Alliance (Certification Alliance for Vehicle, CAV) took place in Xi’an. The main topics of the conference are the future direction of the alliance as well as the implementation of the first set of harmonized implementation rules for product certification of automotive components.

For products that fall under CQC certification or CCAP certification, CAV certificates can also be obtained instead of the CQC and CCAP authorities’ own certificates. The certification process is identical to the CQC/CCAP certification with the difference that in the end the documents are submitted to CAV by the relevant authority (CQC/CCAP) and the CAV will issue the CAV certificate.

The following CAV implementation rules have been implemented since the conference:

The advantage of the new CAV certification is the wider acceptance of the test and certification results through other certification bodies. If CAV certificates are submitted as part of the entire vehicle homologation, the vehicle manufacturer generally no longer must submit any additional documents such as test reports.

New Standards for Hydrogen Cylinders in the Field of E-Mobility

On May 2023, the National Standardization Administration Committee (SAC) has announced several new product certification standards, several of which are relevant for the area for E-Mobility. Many E-Mobility products and components often fall under specific product test and registration requirements.

Two of the new standards relevant for e-mobility are covering hydrogen gas cylinders for automotive and land vehicles:

The planned implementation date for GB/T 42626-2023 is December 1, 2023. The implementation date of GB/T 42612-2023 is published for the following next year on June 1, 2024. The Chinese implementation rules set the framework of valid product standards, forming the cornerstone for compliance on the Chinese markets.

Manufacturers need to be prepared for regulation updates to ensure that their product uphold the compliance requirements in order to be approved for import, use, sales and distribution in China.

MPR China Certification accompanies IPO of partner company CMCI in Shenzhen

On December 1, 2023, MPR China Certification GmbH, represented by its Managing Director Julian Busch, was the only foreign company to attend the IPO ceremony of CMCI in Shenzhen. China Machinery Huanyu Certification and Inspection Co, Ltd (CMCI) has been active in the field of certification and testing in China for many decades.

The invitation to the IPO (Initial Public Offering) on the Shenzhen Stock Exchange was a great honor for MPR China Certification. The IPO and the festive supporting program provided ample opportunity to discuss the future strategic approaches of CMCI and CCAP with the Managing Director of CMCI, Mr. Fu, and the Managing Director of CCAP, Mr. Ma.

The China Certification Center for Automotive Products (CCAP) is the subsidiary of CMCI and is a leader in issuing CCC certificates and voluntary certificates in the automotive sector in China. MPR China Certification GmbH, based in Germany with its subsidiary China Certification Corporation in the USA, has been working very closely with the China Certification Center for Automotive Products (CCAP) for many years, which is underlined by the fact that the European representative office of CCAP has been established on the premises of MPR China Certification GmbH.

CMCI and CCAP are aiming to further internationalize the business to support manufacturers outside of China and local Chinese manufacturers alike in their expansion.

The IPO was a complete success. The new stock closed the first day of trading in Shenzhen with a price increase of almost 200%.

SMVIC signs MOU with MPR China Certification in Shanghai

On November 29, 2023, SMVIC (Shanghai Motor Vehicle Inspection Certification & Tech Innovation Center Co., Ltd.) and MPR China Certification GmbH signed a MOU (Memorandum of Understanding) in Shanghai.

MPR China and SMVIC have been cooperating very closely for many years in the field of testing and certification for the Chinese market. The MOU underlines the quality of this very close cooperation between MPR and SMVIC, which has now existed for over 15 years and is to be further expanded.

With the emergence of various innovative products in the field of E-Mobility and the accompanying significant expansion of laboratory capacities, this cooperation is becoming even more important.

MPR China conducts the majority of its tests for complete vehicles, interior trim components, seats, powertrains, batteries, brake hoses, fuel tanks, lights, etc. at SMVIC.

The Managing Director of MPR China Certification GmbH, Julian Busch, and Director of Marketing, Mr. Hu, of SMVIC signed the MOU in a ceremony at the SMVIC headquarters in Shanghai. MPR China was also given an in-depth insight into SMIVC’s ambitious plans and the current and planned laboratory capacities.

The MOU is a sign of this successful partnership and should enable even closer cooperation in the future.

Implementation of Announcement No. 129 from MIIT regarding SRRC Certification in China

The Ministry of Industry and Information Technology (MIIT) issued its Announcement No. 129 on October 14, 2021 “Notice on Strengthening and Standardizing Radio Management in the 2400MHz, 5100MHz and 5800MHz Frequency Bands”, which confirms that after October 15th 2023, the SRRC approval for radio systems will be carried out in accordance with these new requirements.

In order to achieve frequency compatibility and coexistence of different radio systems in the 2400MHz, 5100MHz and 5800MHz frequency bands, and to improve the anti-interference capabilities of relevant radio transmission equipment and utilize frequency resources efficiently, fairly and rationally, Announcement No. 129 added a variety of new interference avoidance technical requirements for radio transmitting equipment such as “pre-launch search”, “monitoring and avoidance” and “equivalent occupancy rate”. As a result, the testing fee will be increased accordingly.

SRRC certificates obtained before October 15th, 2023 are valid until December 31th 2025. If the applicant company continues to sell the product after this expiration date, it should upgrade the certification standards through application at least six months in advance. New Implementation Rules CNCA-C09-01:2023 and CQC-C0901:2023 for Batteries, Power Supplies and Power Banks

CNCA (Certification and Accreditation Administration of the People’s Republic of China) published the new implementation rule CNCA-C09-01:2023 on June 28, 2023. In the new standard, product areas 0807, 0907 power supply, 0914 power bank and 0915 lithium-ion batteries and battery pack have been added.
It is possible to prepare for the CCC certification with the information given by the publication of the regulations. The official application and issuance of CCC certificates will begin August 1, 2023, according to the implementation regulations.

The CQC (China Quality Certification Centre) has published the detailed implementation regulations CQC-C0901-2023. These describe in detail the necessary requirements for obtaining CCC certification.

The CCC certificate is a mandatory certification in China, which was introduced in 2002. It is similar to the European CE system and stipulates that products requiring CCC certification may only be imported, sold and used in China after they have obtained CCC certification.

Please note that products covered by the new CNCA-C09-01:2023 must be certified by August 1, 2024. If the certification process is not completed by that date, import, sale and use will be prohibited.

New CQC Implementation Rules for Automotive Interior Trim Products

On December 30, 2022 the CQC published the latest Implementation Rules for the voluntary CQC certification of interior trimming components. The new Implementation Rules CQC16-491264-2022 replaces CQC16-491264-2018.

Existing valid CQC certificates can still be used for interior trim parts. The certificates will be automatically adjusted at the next change.

New CQC Implementation Rules for Voluntary CQC Certification

The CQC (China Quality Certification Centre) issued new Implementation Rules for the voluntary CQC certification. The new Implementation Rules were released on December 30, 2022 and were implemented on January 1, 2023.

The new Implementation Rules for the voluntary CQC certification contain some changes regarding application documents, as well as other changes, including certification modes/remote audit options, added descriptions about BIW (body in white) requirements for seats and headrests, and more.

New Standard GB 15084-2022 for Indirect Vision Equipment

In the nineteenth announcement of 2022, the SAMR (State Administration of Market Supervision and Administration) announced that some 54 new mandatory national standards (known as guobiao or GB standards for short) have been approved. The main focus has been put on protective clothing, the specifications for various electrical devices, as well as emission limits for production in various industries, and the improvement of safety for the transport of oil, gas and LNG.

Among other things, the announcement also concerns GB 15084-2013, which regulates the “requirements for the devices for indirect vision, performance and installation requirements”, i.e. mirrors and rear-view cameras. This will be replaced by the newer standard GB 15084-2022. The new standard will come into force in the summer of 2023, after which there will be a transition period of probably 6 months until the new standard becomes mandatory.

The GB standard specifies, among other things, technical requirements, test methods and positioning of mirrors on vehicles.

Mirrors require a CCC certificate in China.
