What is CAV Certification?

For products that fall under CQC certification or CCAP certification, CAV certificates can also be obtained instead of the CQC and CCAP authorities’ own certificates.

The certification process is identical to the CQC/CCAP certification with the difference that in the end the documents are submitted to the Certification Alliance for Vehicle (CAV) by the relevant authority (CQC/CCAP) and the CAV will issue the CAV certificate. In addition to the generally applicable GB standards and GB/T standards, CAV issued own implementation rules which are applied for CAV certification.

Which authorities are responsible for the CAV-Certification?

Chinese authorities responsible for vehicle components and the entire vehicle have joined the Certification Alliance for Vehicle. These authorities include the largest authorities, the China Certification Center for Automotive Products Co., Ltd. (CCAP) and the China Quality Certification Center (CQC). These authorities are still in charge of managing the certification process, but the certificates will be issued by CAV.

Advantages of CAV certification

If CAV certificates are submitted as part of the entire vehicle homologation, the vehicle manufacturer generally no longer must submit any additional documents.

Previously when the entire vehicle homologation is carried out with the CQC authority, the vehicle manufacturer must submit additional documents, such as test reports, for component certificates from another authority, such as CCAP.

With the new CAV certification type, the suppliers and the vehicle manufacturer workload is reduced and simplified for the vehicle homologation.

The following new implementation regulations were implemented as part of the CAV certification:

Application Process for CAV Certification

As part of the CCAP/CQC certification, the applicant could request the issuance of a CAV certificate.

It should be noted that either a CCAP/CQC certificate or a CAV certificate can be obtained, but not at the same time. Therefore, the applicant should decide at the start of the certification process which type of certificate shall be issued.

Change of Existing Certificates

It is possible to convert existing certificates to the new CAV certificates. To do this, an application must be submitted to the respective executing authority. However, this change should be coordinated precisely with the vehicle manufacturer.

Particularly with CQC/CCAP certificates in combination with a CCC Self-Declaration, the change might be linked with a change of the CCC Self-Declaration certificate, since the CAV implementation rules are new. Therefore, the CCC self-declaration certificate (type “98”) might need to be re-issued especially if CCAP/CQC implementation rules are referenced on the CCC Self-Declaration certificate. A new CCC Self-Declaration will have an impact on the vehicle manufacturers complete vehicle homologation. If you are converting existing CCAP/CQC certificates to CAV certificates the existing CCAP/CQC certificates will be deleted as part of the conversion. According to current information, no new certificate number will be issued for the CAV certificate.

CAV certification FAQ

Do I have to convert all my certificates?

No, manufacturers have the option of only converting a certain number of their CCAP/CQC certificates. Manufacturers can also request that only new certificates be issued in the CAV format, but that existing certificates remain unchanged.

Are there deadlines to be observed for the conversion?

Currently, no deadlines have been communicated for the conversion of CCAP/CQC certificates, as a conversion is not mandatory. For new applications, it should be communicated when submitting the application whether a CAV certificate is desired.

Does the new CAV certification affect my costs?

No, the current costs and fees for applications, inspections and travel expenses from the CQC or CCAP authorities remain the same when applying for CAV certificates.
