Application for CCC Certificate Extensions: Minimum 90 Days Prior to Expiration Date

The Chinese certification authority CCAP (“China Certification Centre for Automotive Products”, Chinese: 中汽认证中心) has emphasized that certificate holders of valid CCC certificates need to apply for certificate extension 90 days prior to the expiration date of the valid CCC certificate.

A CCC certificate is normally valid for a period of five years. In order to maintain validity, the manufacturer must be in compliance with all of the required regulations, including keeping up with their mandatory annual follow-up inspections.

A new regulation of the certification authority now requires that certificate holders must apply for certificate extension at least 90 days prior to the expiration date. The manufacturer must submit an application for certificate extension, after which the certification authority will issue a new CCC certificate valid for another five years. If the manufacturer fails to apply 90 days prior to the certificate expiration, the certifying authority may suspend or cancel the certification. Cancelation of the certificate will require the manufacturer to start the certification process from the beginning if they wish to continue to sell their products in China.
20150130141615258Another important issue is to make sure that any product design changes, supplier changes or changes in the quality management system must be reported to the certifying authority with a change application. Failure to do so will render the certificate out of compliance and may result in suspension or revocation of the CCC certificate.

Additionally, change applications must be submitted when the Chinese certifying authorities update the GB standards or Implementation Rules. The relevant current changes must be reflected on the CCC certificate by a set date. It is the responsibility of the manufacturer to keep their certifications and products in compliance.

CCC: Training course in Cooperation with TUV Academy

Our next CCC training course will take place March 26, 2015 in Berlin. It is called “Fully Informed for China Compulsory Certificate (CCC) – Certification Requirements and Procedures” and we will be presenting it in cooperation with TÜV SÜD Academy.

The goal of our training courses is to provide a good understanding of the CCC certification process, the barriers, and to give a good overall view of what to expect and how to proceed.
Participants will learn about the Chinese national standards (known as GB standard), which are what determine if CCC certification is required for a particular product. We will discuss the importance of digging deeper into the product function to determine which other certifications may be required for particular products. Some additional certifications that may be needed, depending on the product, include CEL (China Energy Label) and NAL (Network Access License). Manufacturers often overlook these additional certifications, not realizing that they are needed. If a product does not have all of the required certifications it is not in compliance with the Chinese regulations and may be held at customs, regardless of having CCC certification. Another important topic of the training course will be spare parts. Sending spare parts to China can be very difficult for manufacturers. We will go into some of the challenges and some possible solutions.

CCC Certification Presentation at the Chamber of Commerce Giessen-Friedberg

On March 17, 2015 China Certification Corporation will give a presentation regarding CCC certification at the Chamber of Commerce Gießen-Friedberg taking place during the “20. Working Group China”. This will be an excellent opportunity to get insight into the subject and to get to know MPR China Certification GmbH – China Certification Corporation personally. The “Working Group of China” event is presented by the Chamber of Commerce Mittelhessen network (IHK Giessen-Friedberg, IHK Lahn-Dill, and Chamber of Commerce Limburg) and has been around since 2005. New GB Standard for Ice Cream Machines from January 2016

The Chinese certification authority CQC (China Quality Certification Center) announced in mid-January 2015 that a new GB standards (GB stands for Guobiao, or “National Standard”) for “Household and Similar Electrical Appliances Safety Refrigeration Equipment with Special Requirements for Ice Cream Machines and Ice Making Machines” will be published later this year. The new GB standard GB4706.13-2014 will be implemented on January 1, 2016. Products that were certified according to the old GB standard GB4706.13-2008 must comply with the new GB standard as soon as it becomes mandatory. This also applies for change of certifications and new CCC certifications.

The Chinese certification authority CQC will host a conference in China in order to discuss the changes and necessary change procedure prior to the start of submission of CCC changing applications. Members of the Chinese certification authority as well as anyone interested in the new GB standard are welcome to attend the conference. The admission to the conference is free of charge, but requires prior registration. The conference will take place in the following cities: January 22, 2015 in Shunde and Hangzhou and January 23, 2015 in Hefei. The conference will discuss the changes of the GB standard that are relevant for ice cream machines and ice making machines. There will be an emphasis on the following three topics:

AQSIQ: Article About Exporting Recycling Material to China Published in the Journal “RECYCLING magazin”

The German journal “RECYCLING magazin” recently interviewed Mr. Julian Busch, the CEO of MPR China Certification GmbH / China Certification Corporation for an article regarding AQSIQ registration for the Chinese market. Excerpts from this interview have been published in the December 23, 2014 issue in the article “Eile ist geboten”.

The article deals with the Chinese AQSIQ approval requirement for foreign companies who want to export recycling material into China. It also mentions the SEPA license that the Chinese importers of recycling materials need to obtain to bring these materials in.
20150114154817367The Beijing based Chinese authority AQSIQ (“General Administration of Quality Supervision, Inspection and Quarantine,” in Chinese: 国家质量监督检验检疫总局) is responsible for the issuing and administration of the “License of Registration for Overseas Supplier Enterprise of Imported Solid Wastes as Raw Materials”. This institution is the highest of all certification authorities in China and all other executive bodies (e.g. CQC, CCAP, CCIC) fall under the AQSIQ.

In the article Mr. Busch explains the process involved and the complexities of the registration process. He also discussed the estimated 500 AQSIQ licenses (estimated by the Bureau of International Recycling) that will be expiring by the end of 2014 and the deadlines to apply for prolongation of an AQSIQ registration.

Extended AQSIQ Product Catalogue for Recycling Materials 2015

The Chinese certification authority AQSIQ (General Administration of Quality Supervision, Inspection and Quarantine) announced on December 31, 2014 the extension of the product catalogue for the import of solid waste and recycling material into the People’s Republic of China (PRC). The new product catalogue regulations will be implemented January 1, 2015.

The product catalogue was established in 2009 and describes the import regulations for solid waste and recycling materials. The Ministry of Environmental Protection, the Ministry of Commerce, the National Development and Reform Commission, and the General Administration of Customs of the PRC collaborated to create a new extended version of the product catalogue.

The updates to the product catalogue were made in consideration of the “Law of the People’s Republic of China on the Prevention and Control of Environmental Pollution by Solid Waste” and in accordance with the “Administrative Measures for the Import of Solid Waste.”

The product catalogue for the import of solid waste and recycling material consists of 3 parts:

The list of prohibited scrap material that cannot be imported into the PRC consists of 12 product categories. Animal waste products, expired medication, cullet, waste oil or old clothes are a few of the prohibited scrap materials listed. Restricted recycling materials include scrap paper, plastic scrap and silicone waste to name a few. Recycling materials that are on the “Permitted” list, such as scrap wood, can be imported with relatively few problems.

No matter which kind of solid waste or recycling material you are dealing with, if your company plans to export scrap material to China you will need an AQSIQ registration. The AQSIQ registration guarantees that your scrap material is non-hazardous and is in accordance with the Chinese environmental standards.

CCC: CNCA Publishes List with HS Codes for CCC Mandatory Products

The Chinese certification authority CNCA (Certification and Accreditation Administration, in Chinese: 中国国家认证认可监督管理委员会) has recently published a list on its website which defines the customs tariff numbers for CCC mandatory products.
Customs tariff numbers (“HS Codes”, also known as “Harmonized System”) are used to categorize products for the customs clearance process.

The list only contains HS codes for products requiring a China Compulsory Certificate (CCC, also abbreviated as “3C”).
By checking the list, you can get a first impression of whether a certain product needs a CCC certificate or if a certain HS code indicates that CCC is mandatory. The list does not replace the official CCC product catalogue provided by CQC (China Quality Certification Centre, in Chinese.: 中国质量认证中心).
Although it may be a good first step, it is also important to check the product based on technical specifications and description of use. The HS Codes are independent from the CCC product catalogue, and are not simultaneously updated. Because of this Incorrect correlation of product categories can result in misinformation.

Manufacturers need to check whether there is an existing Chinese GB Standard (GB stands for “Guobiao”, Chinese for “National Standard”) for their product that requires a CCC certification. If so, CCC is mandatory and the product will need to be certified according to the corresponding Implementation Rules.

CCC: New GB Standard for Seats and Their Anchorages

The Standardization Administration of the People’s Republic of China (SAC) recently published a new GB Standard for the “Strength of the seats and their anchorages of passenger vehicles”. The new GB standard will be mandatory starting July 1, 2015.

Seats are considered one of the most important safety components in a passenger vehicle. The old GB standard GB 13057-2003 was introduced 11 years ago. The Chinese authorities updated this GB standard to ensure improvements in occupant safety.

According to the new GB standard, seats and their anchorages now need to undergo
dynamic testing, static tests will no longer be required. A product certification can only be done after making sure the seats and anchorages comply with the technical requirements and have passed the required dynamic tests.
Car interiorThe new standard is based on the ECE R80 (UN Regulation for “Seats for Omnibuses”) which was released on October 25, 2011.The new GB standard was created in accordance with the ECE rules and regulations for vehicle categories M2 and M3 of the vehicle classes II, III and B for seats and anchorages. The vehicle categories M2 and M3 underwent an improvement of quality requirements during the production process as well as an enhancement of safety aspects.

As soon as the new GB standard becomes mandatory, manufacturers of seats and anchorages will need to comply with the new GB Standard GB 13057-2014. All changes in certificate and new CCC certifications will need to comply with the new GB standard. Holders of CCC certificates that comply with the old GB standard GB 13057-2003 will have to apply for a change of GB standard before the next follow up inspection and will be required to do product tests according to the new GB standard.

If a seat manufacturer does not apply for a change for their certificate on time, they run the risk of non-conformance and possibly even suspension or revocation of their certificate.

CCC: Change Management According to the CCC Regulations

Manufacturers who have gone through the initial CCC certification process have taken the first big step to sell their products into China. However, it is important to note that the manufacturer is responsible to notify the certifying authority of any relevant changes in order to maintain the CCC certification in compliance with the Chinese regulations.
A well-organized Change Management system must be implemented by the manufacturer. A person responsible for the quality management is required to announce any planned relevant changes by submitting the necessary applications and to implement changes only after approval by the Chinese authorities.

The Implementation Rules require that the certifying authority be notified of any of the following:

It is important that the certificate holder communicates any changes in the early stage with the Chinese certification Authorities and does not announce it after implementation, or until the follow up audit. Failure to follow these regulations can lead to non-conformities in the audit and may result in a cancellation of the CCC certificate.

It is also necessary to perform the annual factory inspections and product testing, which have to be done in accordance with the current Implementing Rules and GB Standards
(GB stands for “Guobiao”, Chinese for “National Standard”).
