Chinese Electric Vehicle Market Recorded High Sales Figures in 2015

The Chinese news agency Xinhua published an article saying that in 2015 more electric vehicles have been sold in the P.R. China than in the US.

The “China Association of Automobile Manufacturers (CAAM)” estimates the number of sold vehicles was 220,000 to 250,000. If this trend continues China will be the best-selling country for electric vehicles, which until now has been the United States. Globally sales of electric vehicles is estimated to exceed 600,000 vehicles per year soon.

The chairman of the “China Association of Automobile Manufacturers” pointed out that despite the rapid development of sales, China should focus on quality rather than quantity while developing this industrial sector. Due to tax incentives and government subsidies the popularity of electric vehicles in China has dramatically increased within the last two years.

With increased demand more electric vehicle components will be required to get CCC certified in the future. CCC: New GB Standard for Seats and Headrests

After the new implementation rules for seats and headrests (CNCA-C11-12:2014) came into effect on January 1st, 2015 new GB Standards are on the way now.

The Chinese authorities CCAP (China Certification Center for Automotive Products) and NTCAS (National Technical Committee of Auto Standardization) have discussed the new GB Standards for seats, headrests and components on their 3rd meeting at the beginning of November 2015. As the new draft (GB 15083-20XX) is waiting for its approval we will update you as soon as any new details are published.

Seats are considered one of the most important safety components in a passenger vehicle. Technological developments of the manufacturers as well as better quality standards and controls of the Chinese authorities guarantee a high level of customer safety.

As soon as the new GB standard becomes mandatory, manufacturers of seats and headrests will need to comply with the new GB Standard. All changes in certificate and new CCC certifications will need to comply with the new GB standard. Holders of CCC certificates that comply with the old GB standard GB 13057-2003 will have to apply for a change of GB standard and will be required to do product tests according to the new GB standard.

If a seat manufacturer does not apply for a change for their certificate on time, there is a risk of non-conformance and possibly even suspension or revocation of the certificate.

CCC: Mandatory CCC certification for Interior Trimming Products

In the beginning of 2015, the Chinese certification authorities have issued new Implementation Rules Rules for interior trimming material which include new products that will now be required to have CCC.

Starting from January 01, 2016, the newly added parts must show a valid CCC certification when entering the Chinese market. Otherwise this may lead to severe problems at Chinese customs.

In our news section, we have recently informed you about the updates of the Chinese certification authorities. The largest Chinese certification authority CQC (China Quality Certification Centre, chin. „中国质量认证中心“) and the Chinese certification authority CCAP (China Certification Centre for Automotive Products, chin. „中汽认证中心“) both recently published their own version of Implementation Rules for the CCC certification of interior trimming materials.

These new Implementation Rules apply for the interior trimming materials with minimum dimensions of 356mm x 100mm which are installed in driver/passenger compartment and luggage compartment. Parts located in the engine compartment are only CCC-relevant if they have a heat-isolating function.
Modern beige and black interior of modern carAccording to the most recent status, all interior trimming parts with minimum size 356mm x 100mm are subject to mandatory CCC certification. Some examples of currently included products are:

–       sun visor

–       sound insulating material (e.g. acoustic tiles)

–       headliner

–       sun sheet

–       instrument panel

–       center console

–       air ducts and cable channels

CCC: New Regulations Change the Annual Follow-Up Inspection Requirements

Previously we informed you about the new Implementation Rules for automotive parts released by the Chinese administration. All existing CCC certificates must be updated to the new Implementation Rules by December 31, 2016.

The Chinese administration has already published a document which names the specific requirements of the follow-up inspection in 2016. The new Implementation Rules now require a review of the CoP (Conformity of Production) plan as a part of the annual follow-up audit. The CoP plan must be submitted to the certification authority and approved prior to the annual follow-up audit for the update to take place. The annual follow-up audit will take more time and will especially focus on the CoP control plan.

Plants that have already done their audit according to the new Implementation Rules need to provide an Executive Report for their follow-up audit.

CCC- Individual Preparation for the Factory Inspection (Pre-Audit)

As part of our all-inclusive package for initial CCC certification China Certification Corporation always offer an additional preparation audit (pre-audit) to its customers.

During the pre-audit one of our experienced consultants will provide a full day of thorough preparation at your facility for the real factory inspection. The consultant will conduct a mock audit and explain what will be needed during the actual (real) audit. They will cover all aspects of what is needed for a successful audit, including:

– Cultural differences that should be considered when dealing with the Chinese auditors.
– The areas that the auditors will focus on during the real factory audit.
– Tips for avoiding unnecessary focus on small potential problem areas.
