CEL: Annual reporting required from companies with CEL certificates

On February 20, 2014, the Chinese authority CELC (China Energy Label Center) has published an official announcement on its website. The notice applies to companies whose products are registered with the CELC and are labeled with the China Energy Label (CEL). For the first time, these companies are requested to submit an annual report for 2013 to CELC, stating the following points:

There are three report templates on the CELC home page that are available for download by CEL certificate holders. By using the templates the CELC can ensure consistency in reporting, guaranteeing a standardized process and a quicker, and more efficient way to evaluate information. Unfortunately, the templates and the official announcement are only available in the Chinese language. However, this does not excuse Non-Chinese companies from complying with the new regulation. All manufacturers, Chinese and Non-Chinese alike, are obligated to submit the required completed documents regarding their use of the China Energy Label (CEL) to the China Energy Label Center (CELC).

The announcement stated that the deadline for submitting the necessary paperwork was March 15, 2014. It is unclear why there was such short notice, but companies that did not keep the deadline could lose their CEL approval and the cancellation of their CEL certificates could threaten.
Since the requirement of the CELC requires a significant effort for the affected manufacturers and due to the fact that CELC might continue to call for this yearly report, CEL certified companies should start as early as possible to gather all necessary information.

CEL certified companies should start the process of gathering the required data and submitting the necessary forms to comply with the new requirement as soon as possible. The CELC may continue to require these annual reports going forward. It is recommended to implement a documentation system which records the required data in regular intervals throughout the year.

CCC: Frequent problems with exporting small-power motors

Frequently problems occur during exports of small-power motors to China. Many exporters and manufacturers of motors are unaware of the required regulations and face serious issues during the customs clearance process. Without an official CCC marking labeled or molded on to the product, these goods cannot not be processed through Chinese customs. Certification requirements for small-power motors

Small-power motors must be certified in compliance with GB Standard GB12350-2000 “Safety requirements for small-power motors” and/ or GB 14711-2006 “(General) Requirements for Safety of Small and Medium Size Rotating Electrical Machines” and the respective Implementation Rules. The Implementation Rule defines the directive for complete certification and the GB Standard (GB stands for Guobiao, Chinese for “National Standard”) determines necessary product tests for obtaining a CCC certificate.

Generally, motors of same type, use and manufacturer can tested and certified as one unit. However, for products from the same manufacturer, but from different manufacturing sites, application, tests and certifications must be done separately.

CCC: New GB-Standard 17625.1-2012 for Electromagnetic compatibility (EMC) – Limits for harmonic current emissions

On May 28, 2013 the China Quality Certification Centre (CQC, Chinese: 中国 质量 认证 中心) issued an official announcement regarding a new GB-Standard GB17625.1-2012 for Electromagnetic compatibility (EMC) – Limits for harmonic current emissions (equipment input current ≤ 16 A per phase). Effective as of July 1, 2013 this new GB-standard (GB stands for Guobiao, Chinese for “National Standard”) replaced the previously applicable GB-Standard 17625.1-2003. All certificate must be changed and new CCC certifications must be issued according to the new GB-Standard.
Certificate holders whose products are certified according to the old GB standard 117625.1-2003, are required to submit an application for the change of standard before their next follow-up inspection. Applicants must also submit their product(s) for differential tests to verify conformity with the new standard. These changes have to be completed by July 1, 2014. In the event that the Certificates are not changed by this deadline, the existing CCC certificates will be suspended by the Chinese authorities. If the Certificate holders do not complete their updates by October 1, 2014, the CCC certificates will be canceled.

The following product categories must be tested and comply with the new standard GB 17625.1-2012:

The first product tests that are necessary to show compliance to the new GB-standard must be performed by a test laboratory authorized by the Chinese certification authority. For product categories which electric power is less than or equal to 75W, the certificate holder can change the CCC certificate directly.

CCC: Certification regulations for safety glass

The demand of the Chinese market for European and US made safety glass continues to grow. Many Chinese companies prefer to use European or US safety glass for manufacturing their products, due to quality differences. Because of this, the imports of foreign safety glass and related products into China showed considerable growth.

Most glass manufacturers do not possess the essential knowledge regarding CCC requirements for safety glass. Safety glass and related products must be certified prior to exporting them to China. The “Implementation Rule for Compulsory Certification of Safety Glass Products” and the GB Standard GB-9656 (GB stands for Guobiao, Chinese for “National Standard”) determine the certification requirements for safety glass and related products. The Implementation Rule defines the directive for complete certification and the GB Standard (9656) determines necessary product tests for obtaining a CCC certificate.

3. Burning-behaviour test
4. Fragmentation test
5. Mechanical strength test
6. Headform test
7. Test of resistance to the environment
8. Flexibility and fold test

CCC: Update GB-Standard 7251.12 2013 for Low-voltage switchgear and control gear assemblies

On May 5, 2014 the CNCA (Certification and Accreditation Administration, Chinese: 中国 国家 认证 认可 监督 管理 委员会) issued an official announcement (number 12-2014), stating that a new GB-Standard 7251.12-2013 for Low-voltage switchgear and control gear assemblies was issued December 31, 2013. This new GB standard (GB stands for Guobiao, Chinese for National Standard) will be implemented on 13th January, 2015 and will replace the old GB-Standard 7251.1-2005. This update makes revisions to optimize recognized vulnerabilities of the GB Standard, better assuring public safety.

The revised GB standard defines specific requirements of power switchgear and control gear assemblies. This is relevant for assemblies with rated voltages not to exceed 1000v in case of Alternating Current (AC) or 1500v in case of Direct Current (DC). Also relevant, are the assemblies intended for the use in connection with the generation, transmission, distribution and conversion of electric energy, and for the control of electric energy powered equipment. It is significant for products designed for special uses, such as ships and rail vehicles for example. Since this new GB standard 7251.12 2013 is only available in Chinese, but it directly conforms to IEC 61439-2:2011.

Since the announcement of the new GB standard 7251.12-2013 regarding the mandatory CCC certification for low voltage and switchgear and control gear assemblies, the renewal of existing CCC certificates and new CCC certifications must be in compliance to “CNCA-01C-010: 2013 – Implementation Rules for Compulsory Certification of Electrical and Electronic Products – Low-voltage switchgear assembly”.

CCC: New GB Standard GB 30509-2014 for identification of passenger cars and their parts

In December 2013, the Chinese certification authorities AQSIQ (State General Administration of Quality Supervision and Inspection and Quarantine of the People’s Republic of China, Chinese: 中华人民共和国国家质量监督检验检疫总局) and SAC (Standardization Administration Committee of China, chin.: 国家标准化管理委员会) issued a new GB Standard for identification for passenger cars and their parts. This GB Standard 30509-2014 (GB stands for Guobiao, Chinese for “National Standard”) is entitled “Identification for passenger cars and their parts” and will become effective December 1st, 2014.

In GB 16735-2004 “Identification for passenger cars and their parts (VIN)” and “GB/T 25978-2010 Road Vehicle-Plate and Label,” both are already implemented, GB 30509-2014 is a supplement to the existing regulations regarding the identification of passenger cars and their parts.

By having a vehicle identification number (VIN), a car becomes uniquely identifiable. The VIN is a exclusive vehicle number, including a manufacturer ID (world manufacturer identifier, WMI), a vendor specific code and a serial number which is often dependent on the year of construction. Strict rules apply for the assignment of vehicle identification numbers. In case a car model has a non-mass production CCC (CCC homologation of a model that is not manufactured in series production), only a limited number of vehicles can be sold in China per year, namely only those whose VIN is also shown on the non-mass production CCC certificate of the vehicle manufacturer.

CFDA: Amended regulations pose a big challenge to manufacturers of medical devices

The amended regulations for registration of medical devices pose a challenge to manufacturers due to the lack of transparency. This non-transparency is based mainly in the fact that there are no English translations and/or the details are often lost when translated. Since most documents and announcements of the Chinese authorities are only available in Chinese, it is difficult for manufacturers to stay current with regulatory amendments and changes.
The last amendments of the China Food and Drug Administration (CFDA, Chinese: 国家食品 药品监督管理总局) regarding the Supervision and Administration of Medical Devices (Chinese: 医疗器械监督管理条例(修订草案)) were announced in February 2014 and published (in Chinese) the following month (March 2014).
The new regulatory amendments affect both the manufacturer planning to start the certification process, as well as manufacturers who have already started the certification process. Manufacturer already in the certification process are placed in a difficult position because they will have to quickly adapt their ongoing certification process to the new regulations. These changes typically result in delays and higher costs for the manufacturers to complete their certification.

Based on the last amendments, a stricter monitoring system and a higher degree of penalties will be enforced.

The German automotive industry finds great potential in the Chinese automobile market, especially because China is the third largest market for German automobiles after the United States and the United Kingdom . According to a report by the Association of the Automotive Industry, January 2014 has been the strongest month since 2008 for German manufacturers.

It is also predicted that the development of the automotive market will be characterized by a still-growing demand for premium vehicles from abroad, due of the increasing prosperity of the Chinese. According to a review by Germany Trade and Invest (GTAI), the growth rate of vehicle sales in Western China has been twice as high as in the east of the country – which confirms the assumptions of the growing demand for premium vehicles.

CQC: New Certification Rule for PV materials

The CQC (China Quality Certification Centre of the People’s Republic of China, Chinese: 中国质量认证中心) announced the implementation of new certification rules for PV materials that includes Backsheet and EVA. The main amendments of the certification rules affect the product tests and the follow-up inspection resulting in an expanded time frame for companies that apply for a CQC certification.

Based on the national solar subsidy program “Golden Sun”, the Chinese demand for solar materials has increased tremendously. In 2013, China was one of the world’s top three solar markets and, thus, accounting for around 17% of the global market. Therefore, non-Chinese manufacturers of PV materials have a great incentive to export their products to China, but will be subject to the new rules and will have to expect an expanded timeframe for the certification process.
