CCC: Changes in CCC Marking Regulations

The Chinese authority CNCA (Certification and Accreditation Administration) announced changes regarding CCC regulations in October of 2014. The changes affect the application and lengths of validity for permissions of printing (also: printing or marking permissions). The printing permission is issued by the CNCA. A printing permission authorizes certificate holders to legally mark their CCC certified parts and products with the official CCC logo.

Permission of printings were previously valid for 12 months and prolongation was needed annually. According to the announcement the permission of printing validity will be extended to reflect the same expiration as the corresponding CCC certificate. January 1, 2015 the changes will be officially implemented.

Permission of printings which have been already issued will remain valid until their stated expiration. Permission holders have the opportunity to file an application for permission of printing that will match their CCC certification expiration date already now.

IZB 2014: Successful Joint Exhibition of MPR China Certification GmbH / China Certification Corporation and the CCAP

October 14, 2014 to October 16, 2014, MPR China Certification GmbH / China Certification Corporation exhibited with the CCAP (China Certification Centre for Automotive Products) at the International Suppliers Fair (IZB) in Wolfsburg, Germany.

The trade fair was a big success with a steady flow of visitors stopping by. Show attendees took the opportunity to meet with representatives from MPR China Certification GmbH / China Certification Corporation and the Chinese representative from the CCAP to discuss the challenges of CCC Certification. The conversations were mainly regarding their experiences with new CCC Certifications, factory inspections, annual product testing, and random sample testing.
This year there was also a lot of discussions regarding the new CCC implementation rules for Interior Trimming Materials and the new regulations for other CCC mandatory automotive components, both published by the CNCA (Certification and Accreditation Administration) in August of 2014.

GB Standard (GB stands for Guobiao, Chinese for “National Standard”) updates were also brought up. With all of the new updates and regulation changes, it is important for the CCC certificate holders and all interested parties to be well informed in order to maintain compliance.

Last year MPR China Certification GmbH / China Certification Corporation was the only non-Chinese consulting company awarded as “Outstanding Certification Company” for 2013 by the CCAP. Our cooperation and close personal relationships with the CCAP were further strengthened by this year’s joint appearance with the CCAP at IZB show.

CCC: New Chinese Regulations for Audio and Video Products

The Chinese authority CNCA (Certification and Accreditation Administration) published 31 new regulations (“Implementation Rules”) affecting the CCC Certification of various products in July of 2014. Included in these new regulations are audio and video products, which will be subject to new certification requirements of the Implementation Rule for audio and video equipment (CNCA-C08-01-2014).
CNCAThe changes of the certification requirements apply mainly to the following aspects:

Audio and video products, such as amplifiers, powered speakers, MP3 players, CD/DVD players, vision systems and display monitors must be certified in compliance with the new Implementation Rules. This will affect both applicant manufacturers and holders of valid certificates of certified products, which may need to be tested again.

The new Implementation Rules for audio and video products became effective on September 1, 2014. Manufacturers of these products will need to comply with the new regulatory changes, adjust their ongoing certification process and get their products re-tested if required.

CCC: New GB Standard for Toys Published

The Chinese authorities are always looking for ways to improve the safety of children’s toys. On May 6, 2014 the “Standardization Administration of China” (SAC, Chinese: 国家 标准化 管理 委员会) issued GB Standard 6675-2014, which will replace the current GB-standard 6675-2003 (National Safety Technical Code for Toys) and will become effective on January 1, 2016.

AQSIQ Calls for Holders of AQSIQ Licenses to Participate in Survey

September 2014, the Chinese authority AQSIQ (General Administration of Quality Supervision, Inspection and Quarantine) published a notice on its website and called for active participation in an internal survey they will be conducting. The announcement is addressed to holders of the “License of Registration for Overseas Supplier Enterprise of Imported Solid Wastes as Raw Materials“, an approval document that is required to legally export recycling material into China.

The survey is intended to identify frequent problems which applicants and certificate holders face when implementing the “Measures for the Inspection, Quarantine, Supervision and Administration of Imported Solid Waste That Can Be Used as Raw Materials”, a guideline that came into force 1 November, 2009. The AQSIQ invites survey participants to submit suggestions and advice on how to optimize and improve these regulations.

The questions cover the entire process, deadlines, regulatory requirements and questions in regards to the AQSIQ itself. The completed surveys will be accepted until November 10, 2014.

For holders of AQSIQ licenses outside of China participation will be difficult, since both the announcement and the survey forms are only available in Chinese language. However, this is a rare opportunity for applicants and certificate holders to voice their issues and concerns. This is one step by the AQSIQ to demonstrate their transparency in the way that they conduct business.

SAC Published 498 Standards for the Chinese Market

The Chinese authority SAC (Standardization Administration of China) published 498 national standards in 2014, of these 122 are mandatory standards and 376 are voluntary standards. The purpose of these standards are:

The New Standards Strengthen the Requirements of the Existing Standards

More than 30 standards have been published in regards to environmental protection and resource conservation with the focus on energy efficiency, water conservation, industrial waste discharge, and overall consumption for industrial products.

The 58 new standards in regards to promoting safety mainly apply to automotive, automotive components (e.g. car tyres), fire protection, toys, consumable goods, hygiene and food products. These products are currently subject to the CCC certification obligation and the associated safety standards (GB Standards), but the new standards have been enhanced to more stringent rules.
