New Standard for Motorcycle Helmets GB 811-2022

On December 1, 2022 the State Administration for Market Regulation (SAMR, Standardization Administration of the People’s Republic of China) approved two mandatory national standards. Among the GB standards announced is GB 811-2022 for “motorcycle and electric bicycle passenger helmets.” This new standard is scheduled to be implemented from July 1, 2023 and will replace GB 811-2010. Helmets and similar protective equipment require a CCC certification.

The National Standard GB 811 determines the basic structure, category, specifications, technical requirements, test methods, test rules and markings for motorcycle helmets for riders, as well as passengers. The requirements also apply to helmets for electric bicycles.

The GB standards are the most important group of standards underlying product conformity in China. They apply to both locally manufactured and imported products.

New Standards and Update in China for Powertrains

At the end of 2022 the State Administration of Market Supervision and Administration (State Standardization Administration Committee) published new GB standards and new revisions of existing standards. A total of 544 recommended national standards and 4 revision lists of national standards were approved and announced. These are relevant for CCC certification as well as voluntary CQC certification and voluntary CCAP certification.

Among the new publications are 4 new standards relevant to powertrains.

GB/T 42284.1-2022“Road vehicles – Environmental conditions and tests for electrical and electronic equipment of powertrains for electric vehicles – Part 1: General requirements”.
GB/T 42284.3-2022“Road vehicles – Environmental conditions and tests for electrical and electronic equipment of propulsion systems for vehicles with electric drive – Part 3: Mechanical loads”.
GB/T 42284.4-2022“Road vehicles – Environmental conditions and tests for electrical and electronic equipment of powertrains for electrically propelled vehicles – Part 4: Climatic loads”.
GB/T 42284.5-2022“Road vehicles – Environmental conditions and tests for electrical and electronic equipment of powertrains of electrically driven vehicles – Part 5: Chemical exposure”.

These new standards will come into force on July 1, 2023.

In addition, a new revision of GB/T 29307-2012 “Test methods for the reliability of electric vehicle propulsion motor systems” was also approved to take effect on July 1, 2023 and is part of GB/T18488.1/.2.

New CQC Implementation Rules for Indirect Vision Devices in the Automotive Sector

Automotive indirect vision devices intended for import and use in China usually require a CQC certification. For these product groups, the China Quality Certification Centre (CQC) published new implementation rules on December 30, 2022. As a result, the implementation rule CQC16-491201-2022 came into force on January 1, 2023, replacing the previous version CQC16-491201-2020.

New GB standards GB/T 41796-2022, GB/T 41797-2022 and GB/T 41798-2022 Announced for Autonomous Driving and Driving Assistance Systems

Autonomous driving, once a mere future theorem in industry forums and the media, has long since traded its status as the great unknown for that of a key technology. In some countries, such as the People’s Republic of China, it is already a reality. Numerous products from the automotive sector are subject to CCC Certification (China Compulsory Certification) in China.

Due to obvious safety issues, it is not surprising that China is now starting to clearly define the requirements for autonomous driving and driving assistance systems. Important first steps include the new standards GB/T 41796-2022, GB/T 41797-2022 and GB/T 41798-2022, which shall ensure the safety of the Chinese people in the age of intelligent and connected vehicles.

The three new standards, which are generally merely recommendatory in nature, were all published on Octover 14, 2022, and will enter into force together on May 1, 2023. They deal in detail with “Performance requirements and test methods for lane keeping assist systems of commercial vehicles” (GB/T 41796-2022), “Performance requirements and test methods for driver attention monitoring systems” (GB/T 41797-2022), and “Track testing methods and requirements for automated driving functions of intelligent and connected vehicles” (GB/T 41798-2022).

Some of the new requirements include tests on straight, serpentine, and other complicated routes for lane keeping assist systems. For attention monitoring systems, tests must be carried out with real people and imitations of them, focusing on the associated recognition of individual characteristics such as facial expressions and gestures. Finally, intelligently connected vehicles are to be tested for their function and reaction in eight situations classified as dangerous.

Autonomous driving and related systems represent a complex technology whose testing and certification requirements must be individually checked for the Chinese market. Depending on their characteristics, they fall under different standards and certification categories, which are often mandatory for manufacturers and their Chinese customers.

Among the certifications in China, CCC Certification is the most important product certification.

The Chinese GB Standards and Implementation Rules are regularly updated by the authorities, often having considerable implications for the corresponding product manufacturers. Updates are usually not announced and must be independently tracked and implemented by the manufacturers. A failure to do so may result in severe consequences, including existing certificate cancellations and even a sales ban for the product.

Updated GB Standard GB/T 2099.3-2022 for plugs and sockets

The Standardization Administration of the People’s Republic of China (SAC) has published announcement number 13, 2022 on October 12, 2022, announcing that an updated version of the GB standard GB/T 2099.3-2015: Plugs and sockets for household and similar purposes – Part 2-5: Special requirements for converters will take effect on May 1, 2023. The new version of the standard is designated GB/T 2099.3-2022. Plugs and sockets are subject to CCC certification in China.

Additional details about the changes in the new version of the GB/T 2099.3-2022 standard will be posted on our website as they become available. It is expected that the new version of the standard will have higher requirements for the safety and reliability of plugs and sockets in order to ensure the safety of consumers.
