Decision for GB/T 521, GB/T 4501, GB/T 4502 and GB 9743, GB 9744 for Automotive Tyres

On July 13, 2023, the sixth working conference of the TC14 Technical Expert Group was held in Beijing on “Implementation of the new standards GB/T 521, GB/T 4501, GB/T 4502 for automotive tires” and “Revision of the standards GB 9743 and GB 9744”. Vehicle tires usually require CCC Certification to be approved for import and sale in China.

At the meeting, the following points were identified:

1. As regards the differences between the old and new versions of the GB/T 521, GB/T 4501 and GB/T 4502 standards, the expert group’s technical study showed that the updating of the three standards is not related to the requirement for improved performance of motor vehicle tyres and therefore no differential test is required. Implementation of the new methodology for new applications and monitoring of sampling and testing in accordance with the date of implementation of the standards.

2. Following the implementation of the new standards GB 9743 for ” Passenger car tyres” and GB 9744 “Truck Tyres”, new elements such as tyre rolling resistance and wet slip performance will be included in the CCC certification in accordance with the requirements of the GB standards. The basic rules for unit classification remain unchanged, but the information on tyre tread is to be added to the annex to the certificate.

3. The implementation rules will be completed step by step.

4. After the publication of the new version of the “Requirements for the management of the CCC certificate”, the CCC certificate must comply with the new requirements. Information such as the “Amount of modification” should not be specified in the certificate.

SAIC Motor announces possible partnership with Audi for EV development

Chinese carmaker SAIC Motor announced at the end of June that it could partner with Audi on electric vehicles. Zu Sijie, vice president and chief engineer at SAIC Motor, said: “Licensing, joint development and other ventures are possible ways of cooperation in the future. Vehicles and components must be awarded a CCC certificate so that the products can be exported to China or be distributed on the Chinese market.

The Chinese automotive market is undergoing unprecedented changes. We will deepen strategic cooperation to ensure a win-win situation.” Zu said SAIC Motor and Audi have been strategic partners for some time and both sides agreed to accelerate the development of EVs through joint cooperation. Shanghai-based SAIC Motors recently unveiled a three-year plan to boost annual sales of alternative-drive vehicles to 3.5 million units by 2025. This would be equivalent to two and a half times the number of vehicles sold in 2022.

China’s robotics industry makes great progress

More than 500 robots were presented to visitors at the World Robot Conference. They ranged from the latest biomimetic robots to medical robots and agricultural robots that can pick fruit. More than 130 robot manufacturers and scientific institutions showcased their products at the four-day event. During the event, 30 of the 500 robots on display celebrated a world premiere at the WRC. The development, production and application of robots is considered an indicator of a country’s scientific and technological innovation as well as their manufacturing expertise. In China, the robotics industry has developed rapidly in recent years and has a strong impact on the country’s economy and social development. Robotics products often require CCC certification to be approved for import and operation in China.

China has included a guideline for the robotics industry in the 14th Five-Year Plan currently underway from 2021 to 2025. The country is expected to become a global hub for robotics by 2025, including cooperation with leading international companies and research institutions. The “Beijing Economic-Technological Development Area” has more than 60 smart factories in which logistics and service robots play an important role, said Liu Li, senior director of the relevant administrative committee of the industrial area.

Furthermore, more than 10 robot manufacturers from the “Sino-German Industrial Services Zone” in Foshon, Guangdong Province, showcased their latest equipment at the conference, which is used in fields including disinfection and laser cutting. Xin Guobin, China’s vice minister of industry and information technology, is positive about the future development of China’s robotics industry. “We are willing to cooperate with partners from around the world and move forward to a smart future,” Guobin said. China has a large and broad-based market for robots, enough resources for innovation and a suitable environment for the development of robots and related industries, the vice minister said.

Implementation of GB/T 19056-2023 Standard for Tachographs

On April 3, 2023, the communication meeting of TC11 and TC15 expert groups on “Implementation of National Specifications for Tachographs” was held in Beijing. Vehicle recorders and similar products are generally covered by the CCC certification requirement.

CCC certification is a compulsory certification that is mandatory for many product categories to be approved for export and sales in China. It is used to ensure product quality and safety, which roughly equivalent to European CE certification. However, China does not recognize CE, so CCC certification must be applied for and acquired.

At the meeting, the following points were determined:

1. The implementation of national standard GB/T 19056-2023 shall continue to be handled according to the decisions of the expert group.

2. Car manufacturers should only install car recorders that meet the requirements for new models. These shall apply to all new models after June 1, 2023.

3. Vehicles produced before the aforementioned deadline do not have to be re-equipped.

4. It was acknowledged that retrofitting can be difficult in individual cases, but car manufacturers should nevertheless press ahead with speeding up the process.

5. The expert group will promote implementation, build a centralized platform, and provide effective installation support.

New Management Standard SJ/T 11885-2022 for Lithium-ion Battery Industry

The Ministry of Industry and Information Technology (MIIT), among other departments and representatives of different industries issued a total of 453 standards in June of 2023.

The newly issued standards contain Standard SJ/T 11885-2022 “Green Supply Chain Management Standard for Lithium-ion Battery Power Industry”, defining the requirements for this area. The official implementation date for SJ/T 11885-2022 is stated as January 1, 2023. Batteries are subject to several Chinese regulations, among them f.e. GB/T 34014-2017. Battery registration.

Demand for batteries has expanded quickly due to the quick development of e-mobility and new energy vehicles. It is important for the power industry to stay up-to-date regarding Chinese regulations in order to keep conformity with the market requirements.
