A new announcement from the China National Certification and Accreditation Administration (CNCA) outlines the designation of certification bodies for lithium-ion batteries used in electric bicycles. This decision is in accordance with regulations such as the “Regulations of the People’s Republic of China on Certification and Accreditation”. The announcement also references the 2024 No. 17 Notice, which pertains to the certification process for lithium-ion batteries used in electric bicycles, chargers for electric bicycles, and combustible gas detection and alarm products. Lithium-ion batteries for electric bicycles typically require CCC certification to be approved for import and sale in China.

In the field of product certifications, CCC stands for China Compulsory Certificate. Certain product categories require a CCC certificate before being exported to China. This is a mandatory certification in China, similar to the European CE system for product quality standardization, though there are key differences that must be considered.

In the middle of this year, the Standardization Administration of the People’s Republic of China (SAC) published the Chinese National Standards Announcement No. 9, 2024. 195 new and approved GB standards in this announcement include GB/T 18297-2024 Test Methods for the Performance of Automotive Engines and GB/T 19055-2024 Test Methods for the Reliability of Automotive Engines. Many automotive components, including some engines, require CCC certification in order to be approved for import and sale in China.

Vehicles and automotive components in China are subject to strict CCC approval requirements. Since 2002, the CCC certificate has applied to all products, both imported and Chinese. The standards (GB Standards) require strict adherence to deadlines for product tests and audits, and change management must be aligned with the dynamics of the automotive sector in China.
Below is a complete overview of all the shared standards.

On September 29, 2024, it was announced that 511 new or updated national GB standards had been approved by the State Administration for Market Regulation (Standardization Administration of China – SAC).

As part of this update, the GB/T 31486-2015 has also been renewed. The new version of the standard, GB/T 31486-2024, which sets the requirements for electrical performance and testing methods for electric vehicle traction batteries, will be implemented on April 1, 2024. This standard will apply to all new registrations from April 1, 2025, and will replace the previous version.
Product testing (MIIT or CCC) and marking requirements for cells/modules/packs are mandated for whole vehicle homologation in China. With the new revision, testing requirements are shifted from module to cell level. Additionally, the definition of “modules” has been removed from the new standard, which may directly impact coding requirements according to GB/T34014.
Currently, there is no final information available regarding transition periods for existing cells and modules.

The alliance plans to introduce a certification program for the classification of the energy efficiency of cars in China. The draft document “Test and Evaluation Procedure for Classifying the Energy Efficiency of Cars in China, Part 1: Battery Electric Vehicles” has now been published and released for public comment. Products and components from the automotive sector generally require CCC certification in order to be approved for import and distribution in China.

The assessment focuses on key issues that are important to consumers and takes into account the technological development of the industry as well as the country’s policy requirements. Based on a multidimensional assessment of vehicles and key systems, as well as in comparison to international energy efficiency labels, an objective assessment of energy efficiency levels in China is made. Through scientifically sound test methods, the process enables consumers to easily identify the energy efficiency of vehicles and at the same time promotes green consumption. In addition, it supports car manufacturers in optimizing energy efficiency and drives the green and low-carbon development of the automotive industry as well as technical progress. The certification for the classification of the energy efficiency of Chinese cars includes a “product certificate” and a “label for the classification of the energy efficiency of cars”.

In accordance with Announcement No. 9 of 2024 issued by the State Administration for Market Regulation, electric bicycle rider helmets will be subject to China’s Compulsory Certification (CCC) starting May 1, 2024. From this date, motorcycle and electric bicycle rider helmets will generally require CCC certification to be approved for import and sale in China.

Additionally, under Announcement No. 7 of 2024 from the State Certification and Accreditation Administration, new implementation rules for motorcycle and electric bicycle rider helmets have been introduced. CQC started to enforce the updated “Implementation Specifications for Compulsory Product Certification – Motorcycle and Electric Bicycle Rider Helmets” (CQC-C1115-2024) beginning May 1, 2024. This replaces the previous 2017 version for motorcycle helmets (CQC-C1115-2017). Existing CCC certificates for motorcycle helmets will remain valid until their expiration or a change in product standards occurs. Meanwhile, companies holding voluntary certification for electric bicycle helmets will need to transition to CCC certification without incurring additional fees, provided no changes in certification requirements have taken place.

Last year, the Certification and Accreditation Administration of China (CNCA) released an official statement announcing the implementation rules for the certification of stationary echelon-use batteries used in new energy vehicles. The announcement, titled “Implementation Rules for Certification of Echelon-Use Products for New Energy Vehicle Power Batteries,” was made in accordance with the 2023 notices jointly issued by the State Administration for Market Regulation (SAMR) and the Ministry of Industry and Information Technology (MIIT). Batteries and battery-related products generally require CCC certification or specific battery-registration in order to be approved for import and use in China.

Echelon-use batteries refer to the secondary or subsequent use of batteries that have been retired from their original applications, typically electric vehicles (EVs), but still retain sufficient capacity and functionality for less demanding tasks. The concept of echelon use involves repurposing these batteries for applications where full capacity isn’t necessary, thus extending their overall lifecycle and reducing waste.
These rules were developed in response to the earlier 2023 notices, specifically the “Announcement on the Implementation of Certification Work for Echelon-Use Products of New Energy Vehicle Power Batteries” (Notice No. 7 of 2023) and the “Announcement on the Release of the First Batch of Certification Catalogues for Echelon-Use Products of New Energy Vehicle Power Batteries and the Establishment of a Technical Committee” (Notice No. 41 of 2023).
The CNCA’s rules for certification officially took effect upon their release and are aimed at standardizing the recycling and reuse of power batteries from new energy vehicles, contributing to the sustainability and environmental goals of the industry.

The China Certification Center for Automotive Products (CCAP) has updated the implementation regulations for automobiles “CCAP-C11-01:2020, mandatory product certification rules automobile”. The main changes include the adaptation of the certificate contents, which added new requirements for the management and use of electronic certificates, as well as the revision of the test standards for various vehicle parts and test methods. These standards concern, among other things, gas cylinders, sights, license plate holders, safety requirements for buses, the energy consumption of electric vehicles and crane safety. Automotive products typically require CCC certification to be approved for import and sale in China.

Other changes concern transitional regulations that make it possible to continue to use certificates that have already been issued, although these must be adapted in the event of changes or at the latest after the expiry of a transitional period. From 2024, new certificates will contain additional markings. Laboratories that test certain vehicle parts must adapt their capacities to the new standards and report corresponding information. The new guidelines are effective immediately and must be taken into account when applying for new certification.
