New GB Standards Released for Fire Trucks and Brake Fluids

We regularly publish advance information on new standards announced by Chinese authorities that have recently come into force or will take effect in the near future. Affected products generally require CCC certification to be approved for import and distribution in China.
Among the recently announced or soon-to-be-effective standards are (1) GB 7956.1-2025, Fire Trucks Part 1: General Technical Requirements, (2) GB 7956.10-2025, Fire Trucks Part 10: Airport Fire Trucks, and (3) GB 12981-2025, Motor vehicle brake fluid.

China Releases Results of Second 2025 CCC Certification Validity Inspection

In an effort to enhance oversight of mandatory product certification and ensure product quality and safety, the State Administration for Market Regulation (SAMR) recently conducted the second round of certification validity inspections for 2025. The inspection targeted 3,001 batches across 23 categories of products subject to China Compulsory Certification (CCC), including household gas stoves, electric bicycles, fire extinguishers, electric wires and cables, small household appliances, lighting products, children’s smartwatches, electric blankets, and electric heaters. The coverage rate across certification bodies was recorded at 73.5%. Many products require CCC certification in order to be approved for import and sale in China.

Additionally, SAMR inspected 123 batches of low-voltage components and power tools that fall under the CCC scheme via self-declaration. Non-compliant manufacturers and their products have been reported to relevant certification bodies, which have been instructed to carry out risk assessments and trace the quality issues. A total of 1,557 CCC certificates have been revoked as a result of the findings. For products with revoked certificates due to serious nonconformities (as listed in the attachment), certification bodies will not accept new applications for six months. Likewise, producers of products with revoked self-declarations must cease production, import, and sales for six months, and conduct corrective actions as per regulatory requirements.

New CCC-Relevant Standard for Low-Voltage Switchgear Published in China

For initial issuances and extensions, the obligation to issue certificates according to the CAV standard continues to apply.

Previous implementation rules are no longer valid; ongoing applications are automatically converted to the successor standards. The deadline for converting existing certificates varies and must be coordinated with the relevant authority for each product category.

There were also numerous changes for other product categories, including in the area of e-mobility. We will report on these as soon as possible.

China enforces Mandatory Registration for Energy Storage Batteries

Starting August 1, 2024, energy storage battery products are now subject to mandatory registration under the battery product registration platform maintained by the China Quality Certification Center (CQC). This registration is based on the implementation rules outlined in “Battery Product Registration Rules for Energy Storage” (CQC-C1203-2024), which apply to both lithium-ion and sodium-ion batteries used in electric energy storage systems. Registration information submitted will be shared with the National Energy Administration’s electric power safety monitoring platform, enhancing supervision and oversight. Revised Report Format announced for Lithium Battery CCC Certification in China

On August 15, 2025, the China Quality Certification Center (CQC) introduced a revised testing report format for compulsory product certification (CCC) of mobile power supplies, lithium-ion batteries, battery packs, and associated components. The updated format affects products certified under implementation rules CNCA-C09-01:2020 and CNCA-C11-14:2020, which apply to lithium-ion cells and battery packs used in electronic and audio-visual equipment. The decision is aimed at ensuring consistency with the technical specifications outlined in GB 4943.1-2022 and GB 31241-2022.
Mobile power sources, lithium-ion batteries, battery packs, and related components usually require CCC certification or battery registration for China in order to be approved for import and sale in China.

The modified report format takes effect immediately and is to be used in all new applications, change requests, and surveillance inspections submitted after the implementation date. Certification bodies and testing organizations are instructed to begin using the new report templates, including those designated as 0914, 0915, and 0916 for relevant products. The CQC notes that the change will enhance safety evaluations, especially in relation to battery energy density, protection circuits, and key component verification, in alignment with China’s latest safety standards.

New Certification Rules Released for Battery Products in China

China’s National Certification and Accreditation Administration (CNCA) has released a new set of implementation rules governing the compulsory product certification for power banks, lithium-ion batteries, and battery packs. These rules, outlined in document CNCA-C09-02:2025 and titled Implementation Rules for Compulsory Product Certification for Mobile Power, Lithium-ion Batteries and Battery Packs (Trial), will take effect on August 15, 2025. This new regulation supersedes the previous CNCA-C09-01:2023 rules that applied to electronic products and safety accessories. Many battery products usually require battery registration for China or CCC in order to be approved for import and sale in China.

Under the new framework, designated certification bodies must develop their own certification procedures in accordance with the updated rules and general certification principles. Certification activities may proceed once these procedures are filed with the CNCA. Existing valid CCC certificates will remain usable, with transitions to the new certification requirements expected to occur through standard expiration, product modifications, or applicable standard updates.
