China has officially announced the replacement of the GB 6675.1-2014 standard with the newly issued GB 6675.1-2025, titled Safety of Toys—Part 1: Basic Code. This update represents a broader regulatory shift aimed at enhancing the safety requirements applied to children’s products. Although the full technical details of the revised standard have not yet been published, the change underscores China’s ongoing commitment to aligning domestic regulations with evolving safety expectations and international practices. Toys usually require CCC certification in order to be approved for import and sale in China.

The China Compulsory Certification (CCC) mark serves as a mandatory conformity assessment system intended to protect consumer safety and ensure product quality within the Chinese market. For toys, CCC certification is essential not only to verify compliance with national standards like GB 6675 but also to prevent risks associated with hazardous materials, mechanical parts, and flammable components. Manufacturers, both domestic and international, must complete product testing and factory inspections before obtaining the CCC mark, making it a crucial gateway for market access in China’s regulated toy sector.

In an effort to enhance oversight of mandatory product certification and ensure product quality and safety, the State Administration for Market Regulation (SAMR) recently conducted the second round of certification validity inspections for 2025. The inspection targeted 3,001 batches across 23 categories of products subject to China Compulsory Certification (CCC), including household gas stoves, electric bicycles, fire extinguishers, electric wires and cables, small household appliances, lighting products, children’s smartwatches, electric blankets, and electric heaters. The coverage rate across certification bodies was recorded at 73.5%. Many products require CCC certification in order to be approved for import and sale in China.

Additionally, SAMR inspected 123 batches of low-voltage components and power tools that fall under the CCC scheme via self-declaration. Non-compliant manufacturers and their products have been reported to relevant certification bodies, which have been instructed to carry out risk assessments and trace the quality issues. A total of 1,557 CCC certificates have been revoked as a result of the findings. For products with revoked certificates due to serious nonconformities (as listed in the attachment), certification bodies will not accept new applications for six months. Likewise, producers of products with revoked self-declarations must cease production, import, and sales for six months, and conduct corrective actions as per regulatory requirements.

On October 14, 2025, the General Administration of Customs of the People’s Republic of China (GACC) officially published Regulation No. 280 “Administrative Regulations for the Registration of Foreign Manufacturers of Imported Foodstuffs”. This new regulation will completely replace the current Ordinance No. 248 and will come into force on June 1, 2026. Many food products require GACC registration in order to be approved for import and sale in China.

According to the China CEEC, over 93,000 food manufacturers from 178 countries and regions have already been successfully registered since Regulation No. 248 came into force in 2021. Due to the rapid increase in the number of applications, the GACC has streamlined the registration procedures to simplify the process and better meet the needs of the market.
In future, the two previous registration channels, the “recommendation by the competent authority” and the “company self-registration”, will be completely replaced by an independent application procedure for companies. The previously defined list of the 18 high-risk product categories that required an official recommendation will be kept as a dynamic register in the future.
In the already published draft directory, for example, food supplements, spices, edible oils as well as unroasted coffee beans and cocoa beans are no longer listed as recommendable. If this change is confirmed in the first official version of the dynamic inventory, the registration process and the approval period for these products to enter the market in China would be significantly shortened.
In addition, Regulation No. 280 also contains new requirements for the marking of the GACC registration number. The previous obligation to display this GACC no. will be replaced by the more flexible rule that either the Chinese registration number or the registration number approved by the competent authority of the country of origin must be indicated on the packaging.
The official dynamic product directory has not yet been published. Please continue to follow the updates on our website – MPR will update you on the latest developments and guidelines of the GACC in a timely manner.

We regularly publish preliminary information on new standards announced by the Chinese authorities that have recently come into force or will be implemented in the near future. Affected products generally require CCC certification in order to be approved for import and distribution in China. Among the recently announced or newly effective standards is (1) GB/T 14048.3-2025, Low-voltage switchgear and controlgear – Part 3: Switches, isolators, disconnecting switches and fuse combinations. The listed standards represent only a selection of several new announcements.
Products such as low-voltage switchgear and controlgear are subject to CCC certification (China Compulsory Certification) as they are safety-related components in electrical systems.

Products such as low-voltage switchgear and controlgear are subject to the China Compulsory Certification (CCC) because they are safety-critical components in electrical systems. Without valid CCC certification, these products may neither be imported into China nor sold or used there. The certification ensures that the products meet Chinese safety and quality requirements, thereby protecting both consumers and infrastructure from potential risks.
