New Standard Introduced for Harmful Substances in Architectural Coatings

China has officially released a new national standard for architectural coatings, titled GB 30981.1-2025: Limit of Harmful Substances of Coatings – Part 1: Architectural Coatings. This new regulation replaces the previous version, GB 18582-2020, and will take effect starting June 1, 2026. The updated standard outlines revised limits and testing methods for harmful substances in architectural coatings, aligning with the country’s ongoing efforts to strengthen environmental and health protections in the construction sector. Architectural coatings typically require China Compulsory Certification (CCC) in order to be approved for import and sale in China.

The CCC mark is a mandatory safety and quality certification system regulated by Chinese authorities for a wide range of products, including coatings used in construction. Its purpose is to ensure that products meet China’s safety, environmental, and quality requirements before they are allowed in the domestic market. Manufacturers and exporters must ensure their products comply with the latest applicable GB standards, such as the newly announced GB 30981.1-2025, to obtain CCC approval.

New GB Standards for Charging Cables, Plugs/Sockets, and Architectural Coatings

We regularly publish preliminary information on new standards announced by the Chinese authorities, which have either recently come into force or will do so in the near future.

Affected products, such as charging cables for electric vehicles, plugs, socket-outlets and couplers for industrial applications, as well as architectural coatings, generally require CCC certification in order to be approved for import and distribution in China.

China Updates CCC Standards for Automotive Components with New Versions and Additions

In an effort to enhance the regulatory framework for compulsory certification of automotive components, China’s TC11 Technical Committee has announced updates to the standards used for China Compulsory Certification (CCC). These updates include both the replacement of existing standards and the addition of new ones. The implementation requirements vary depending on whether products are newly certified, already certified, or impacted by technical amendments. Products certified under outdated standards must transition to the updated versions within a defined grace period. For revised standards that do not introduce new testing requirements, certificates may be updated directly. However, if new testing is required, additional inspections must be completed before certification can be renewed. Automotive components usually require CCC certification in order to be approved for import and sale in China.

In addition to replacing old standards, new ones have been introduced to reflect evolving safety, environmental, and performance expectations. CCC technical committees regularly evaluate whether recently published national standards should be incorporated into the compulsory certification system. Furthermore, any newly certified product must comply with the latest referenced standards from the date of implementation. Certification bodies are also expected to update their practices accordingly, and designated laboratories must possess the technical capability to test according to the new standards.

For initial issuances and extensions, the obligation to issue certificates according to the CAV standard continues to apply.

Previous implementation rules are no longer valid; ongoing applications are automatically converted to the successor standards. The deadline for converting existing certificates varies and must be coordinated with the relevant authority for each product category.
