China issues National Standard for safe Transport of Traction Lithium Batteries

A new Chinese national standard, GB/T 45915—2025, sets forth comprehensive requirements for the transport safety and intermodal shipment of traction lithium batteries. Effective from February 1, 2026, the standard outlines classifications, packaging criteria, consignment protocols, temporary storage conditions, and emergency handling measures for such batteries. It introduces a grading system—Grades A, B, and C—based on battery condition, safety testing, and state of charge. For transport purposes, lithium-ion and lithium metal batteries are categorized under existing UN numbers such as UN 3480 and UN 3090. Transport grades are determined by the battery’s safety test compliance and charge level. Packaging must meet strict performance standards per UN regulations, with higher requirements for Grade C batteries, which are typically intended for recycling or disposal. Labels, markings, and documentation—including SOC declarations and test summaries—are also mandated under the new framework. Traction batteries (EV) usually require CCC certification or battery registration for China in order to be approved for import and sale in China.

The standard also specifies protocols for loading, unloading, and temporary storage, including physical inspection, package orientation, and center-of-gravity requirements within containers. Storage facilities must have fire safety infrastructure and segregated storage zones according to battery grade. During intermodal transport, the strictest mode-specific requirements must be followed, and use of safety monitoring systems like gas detectors and smoke alarms is recommended. The standard further mandates detailed emergency response procedures for fire incidents, including use of specialized extinguishing agents and post-fire thermal monitoring. A series of annexes provide test methods such as thermal runaway, vibration, and impact resistance assessments, reinforcing safety across the transport chain.

Revised Report Format announced for Lithium Battery CCC Certification in China

On August 15, 2025, the China Quality Certification Center (CQC) introduced a revised testing report format for compulsory product certification (CCC) of mobile power supplies, lithium-ion batteries, battery packs, and associated components. The updated format affects products certified under implementation rules CNCA-C09-01:2020 and CNCA-C11-14:2020, which apply to lithium-ion cells and battery packs used in electronic and audio-visual equipment. The decision is aimed at ensuring consistency with the technical specifications outlined in GB 4943.1-2022 and GB 31241-2022.
Mobile power sources, lithium-ion batteries, battery packs, and related components usually require CCC certification or battery registration for China in order to be approved for import and sale in China.

The modified report format takes effect immediately and is to be used in all new applications, change requests, and surveillance inspections submitted after the implementation date. Certification bodies and testing organizations are instructed to begin using the new report templates, including those designated as 0914, 0915, and 0916 for relevant products. The CQC notes that the change will enhance safety evaluations, especially in relation to battery energy density, protection circuits, and key component verification, in alignment with China’s latest safety standards.

Revised Implementation Rules issued for Tire CCC Certification

In response to recent amendments outlined in GB 9743-2024 and GB 9744-2024—both effective from May 1, 2025—the China Quality Certification Center (CQC) has revised the implementation rules for the Compulsory Product Certification (CCC) of motor vehicle tires (document code CQC-C1201-2024). Key updates include changes to Annex 6, modifying the criteria for testing tires under the most unfavorable conditions, and revisions to Annex 7, which clarify the clauses and testing methods used during product type evaluations. These modifications apply to tire product categories 1201 and 1202. Tires usually require CCC certification in order to be approved for import and sale in China.

The CQC has clarified that these adjustments do not affect existing CCC certificates, and no re-certification is required. However, all certified enterprises and related personnel must implement the revised certification procedures as of the notice’s release date, June 12, 2025.

New Certification Rules Released for Battery Products in China

China’s National Certification and Accreditation Administration (CNCA) has released a new set of implementation rules governing the compulsory product certification for power banks, lithium-ion batteries, and battery packs. These rules, outlined in document CNCA-C09-02:2025 and titled Implementation Rules for Compulsory Product Certification for Mobile Power, Lithium-ion Batteries and Battery Packs (Trial), will take effect on August 15, 2025. This new regulation supersedes the previous CNCA-C09-01:2023 rules that applied to electronic products and safety accessories. Many battery products usually require battery registration for China or CCC in order to be approved for import and sale in China.

Under the new framework, designated certification bodies must develop their own certification procedures in accordance with the updated rules and general certification principles. Certification activities may proceed once these procedures are filed with the CNCA. Existing valid CCC certificates will remain usable, with transitions to the new certification requirements expected to occur through standard expiration, product modifications, or applicable standard updates.
