China Strengthens CCC Certification Oversight with New Enforcement Measures
16. April 2026China has intensified its regulatory framework for CCC certification as part of a nationwide effort to enhance product quality and safety. The State Administration for Market Regulation (SAMR) recently announced a comprehensive campaign to tighten oversight of the China Compulsory Certification (CCC) system, targeting high-risk products and non-compliant certification practices.

The initiative introduces stricter supervision across the full certification lifecycle, from approval of certification bodies to post-certification market surveillance. Authorities emphasized that products posing risks to public safety, such as power banks, electric bicycles, and gas appliances, will remain a key focus of enforcement. Products generally require CCC certification in order to be approved for import and sale in China.
Expanded Regulatory Controls and System Reforms
A central component of the new measures is the launch of a “bottom-line protection” campaign, which aims to standardize CCC certification practices and eliminate fraudulent activities. Regulators will conduct nationwide inspections of designated certification bodies and laboratories, ensuring compliance with technical and procedural requirements. Violations such as false certification or manipulated test reports will be subject to strict penalties, including revocation of accreditation.
In parallel, SAMR has introduced updated implementation rules for 16 product categories, including small power motors, automotive safety glass, and vehicle lighting systems. These products have been shifted from self-declaration to mandatory third-party certification due to concerns over inconsistent quality and insufficient corporate accountability. The revised rules impose tighter controls on factory inspections, type testing, and post-certification monitoring, with increased use of unannounced audits and product sampling.
Authorities are also addressing systemic issues within the certification industry, including unfair price competition and the involvement of unauthorized intermediaries. New provisions require certification fees to be transparently calculated and prohibit third-party interference in inspection processes. Additionally, traceability requirements have been strengthened, mandating that records related to testing and inspections be retained for at least ten years.
Implications for Manufacturers and Market Access
The strengthened CCC certification regime places greater responsibility on manufacturers, certification bodies, and local regulators. Companies must ensure consistency between certified products and tested samples, maintain robust quality management systems, and comply with stricter documentation and traceability requirements. Online platforms are also expected to verify the certification status of products sold through their channels.
For international manufacturers and exporters, the reforms signal a more rigorous compliance environment for entering the Chinese market. Alignment with updated CCC implementation rules and readiness for enhanced inspections will be critical for maintaining market access. At the same time, authorities indicated efforts to align domestic certification practices with international conformity assessment systems, potentially facilitating mutual recognition in certain cases.
These developments reflect China’s broader strategy to strengthen product safety governance and improve consumer confidence through more effective certification oversight. Further regulatory details may be available through official certification and regulatory authority publications.
