New Certification Rules Released for Battery Products in China
7. August 2025China’s National Certification and Accreditation Administration (CNCA) has released a new set of implementation rules governing the compulsory product certification for power banks, lithium-ion batteries, and battery packs. These rules, outlined in document CNCA-C09-02:2025 and titled Implementation Rules for Compulsory Product Certification for Mobile Power, Lithium-ion Batteries and Battery Packs (Trial), will take effect on August 15, 2025. This new regulation supersedes the previous CNCA-C09-01:2023 rules that applied to electronic products and safety accessories. Many battery products usually require battery registration for China or CCC in order to be approved for import and sale in China.

Under the new framework, designated certification bodies must develop their own certification procedures in accordance with the updated rules and general certification principles. Certification activities may proceed once these procedures are filed with the CNCA. Existing valid CCC certificates will remain usable, with transitions to the new certification requirements expected to occur through standard expiration, product modifications, or applicable standard updates.
