Objects Used for Demonstration or Exhibition Purposes May Be Subject to CCC-Certification

Recently, the CIQ (Entry-Exit Inspection and Quarantine Bureau) in Jinan City, Shandong Province, seized and destroyed ten luxury class 650cc-1500cc motorcycles, which had been imported to China as exhibits. The value of the most expensive object was 200,000 RMB or about 26,000 euros. The motorcycles were imported from Japan by a Jinan based company, but were not registered as CCC exempted products to the Chinese authorities. Such a strict approach is a new one by the CIQ whose usual duties include the monitoring of compliance issues of imported goods.

Motorcycles and their core components are subject to CCC certification. Without CCC certification the import, sale and use of CCC-compulsory products is prohibited in China. An exemption is only possible if the purpose of the goods is use for scientific work, test measures or for exhibitions. Any products that need CCC and are imported without CCC must be sent back after their purpose is fulfilled or they will be subject to destruction in China. In order to make use of a CCC exemption, an application for a “Proof of Exemption from CCC certification” has to be submitted to CIQ and the whole process must be in accordance with or under the supervision of the relevant Chinese authorities. However, even if all requirements are met, there is no guarantee for a successful exemption of your CCC-relevant exhibits.

Product tests are a mandatory part of the CCC and CQC certification. The regulations for these tests are specified in the GB-standards (the Chinese National regulations).
