Extended AQSIQ Product Catalogue for Recycling Materials 2015

The Chinese certification authority AQSIQ (General Administration of Quality Supervision, Inspection and Quarantine) announced on December 31, 2014 the extension of the product catalogue for the import of solid waste and recycling material into the People’s Republic of China (PRC). The new product catalogue regulations will be implemented January 1, 2015.

The product catalogue was established in 2009 and describes the import regulations for solid waste and recycling materials. The Ministry of Environmental Protection, the Ministry of Commerce, the National Development and Reform Commission, and the General Administration of Customs of the PRC collaborated to create a new extended version of the product catalogue.

The updates to the product catalogue were made in consideration of the “Law of the People’s Republic of China on the Prevention and Control of Environmental Pollution by Solid Waste” and in accordance with the “Administrative Measures for the Import of Solid Waste.”

The product catalogue for the import of solid waste and recycling material consists of 3 parts:

  • Prohibited scrap material
  • Restricted recycling material
  • Permitted recycling material

The list of prohibited scrap material that cannot be imported into the PRC consists of 12 product categories. Animal waste products, expired medication, cullet, waste oil or old clothes are a few of the prohibited scrap materials listed. Restricted recycling materials include scrap paper, plastic scrap and silicone waste to name a few. Recycling materials that are on the “Permitted” list, such as scrap wood, can be imported with relatively few problems.

No matter which kind of solid waste or recycling material you are dealing with, if your company plans to export scrap material to China you will need an AQSIQ registration. The AQSIQ registration guarantees that your scrap material is non-hazardous and is in accordance with the Chinese environmental standards.
