Negotiations between China and Germany regarding the Electric Vehicle Quota is marking further progress

In Autumn 2016, The Chinese Ministry of Industry and Information Technology launched a green initiative whereby car manufacturers would collect credit points if they were to shift 8% of their sales to electric and hybrids from 2018 onwards.

Each year this percentage would increase by 2%. Culminating in the government’s 2020 target of 12% of all vehicles registered being either electric or hybrid. If this target isn’t met, car manufacturers would incur a penalty.

However, to the delight of German manufacturers, including: Daimler, BMW and Volkswagen, Beijing appears to be shifting its attitudes towards this policy.

According to the Federal Foreign Minister of Germany, Sigmar Gabriel, China is considering relaxing their policy. The details as to how this policy will be relaxed are yet to be confirmed. However, discussions are likely to include, a one year shift in the policy start date and an initially lower quota rate than 8%.

This is massive news for German manufacturers. According to Rebecca Lindland, an analyst at Kelley Blue Book, China has become the largest and fastest growing market for electric vehicles. According to reports, China registered 352,000 electric vehicles in 2016. This is more than double the US, which only registered 159,000 in the same period.

Beijing is investing enormously in electric vehicle infrastructure. For example, they are currently deploying 100,000 additional public charging stations this year alone.This huge green push from Beijing, has excited German manufacturers and explains why they consider China a key market, with massive potential for growth.

Consequently, China’s loosening of its 2018 policy is welcome news. Not only will it give German manufacturers time to improve their range of models. But it also gives them time to prepare their range of vehicles for the mandatory CCC certification and testing.
