CNCA Announcement No. 4 – CNCA Partly Withdraws Authority from Inspection Centers
In their fourth announcement of February 7, 2017, the CNCA announced their decision to impose partial limitation of two inspection centers in the Sichuan province. Affected are the “Sichuan Institute of Electron Production Supervision & Inspection”, as well as the “Suzhou Product Quality Supervision & Inspection Institute”.
According to the CNCA, the Sichuan Institute of Electron Production Supervision & Inspection will no longer be allowed to conduct tests in accordance to CNCA-C07-01, for domestic household appliances, and kitchen hoods specifically. The reasons stated by the CNCA include missing test equipment and lack of properly trained staff.
With regard to the Suzhou Product Quality Supervision & Inspection Institute, the CNCA justifies its decision similarly. Again, a lack of professionally trained staff and lack of equipment led to the withdrawal of the credentials. Suzhou Product Quality Supervision & Inspection Institute is no longer allowed to conduct the mandatory tests for optocouplers according to CNCA-C02-01.
The CNCA has concluded that these two institutes are not able to provide accurate and/or reliable test results due to the mentioned deficiencies. In order to continue to guarantee the credibility and reliability of all certification procedures, the authority decided to enforce the afore mentioned sanctions.
The reason for the sanctions is due to the significant importance of the CNCA accredited test institutes for the Chinese certification procedures such as the CCC certification. Since a large portion of the certifications is based on the product tests that are defined for each product individually in the respective CNCA and GB standards.
Generally speaking, the CNCA implementation rules determine the framework of each certification procedure as well as which product tests are required for the respective certification. However, they do not define the tests (procedure) in detail. The product tests, test method, and acceptable results are defined by the GB standard (GB stands for Guobiao, Chinese for “National Standard”).
