New Standard GB-18613-2020 for Electric Motor CEL Certifications

New changes in regulations have been implemented for CEL certifications. On May 29, 2020 it was announced that the new standard GB-18613-2020 will come into effect on June 1, 2021, replacing the previous standards GB 18613-2012 and GB 25985-2010 (Minimum Allowable Values of Energy Efficiency and Values of Efficiency Grades for Motors).

This standard specifies the minimum allowable values of energy efficiency grades, as well as the minimum values of energy efficiency and test methods for three-phase single-phase induction motors and the motors for fans of air-conditioning systems.



In particular, the standard applies to products that fall into the following categories:

  • N motors
  • Universal motors
  • Capacitor-driven induction motors
  • Explosion-proof motors in continuous operation
  • Brushless DC motors


The most important changes at a glance:

  • The scope of applicability of the standard has been revised.
  • The target energy efficiency limit for electric motors and the energy efficiency rating for electric motors have been removed.
  • The requirements for the functional efficiency limits of three-phase induction motors have been specified.
  • The efficiency rating of 8-pole three-phase induction motors (see Table 1 of GB25958-2010) has been added.
  • The energy efficiency index requirements for capacitor starting, capacitor running and asynchronous motors with double capacitors have been increased (see Table 2, Table 3, Table 4 of GB25958-2010).
  • The energy efficiency index requirements for fan motors of room air conditioners have been deleted (see Table 5 of GB25958-2010).
  • The energy efficiency index requirements for condenser driven motors for air-conditioning fans and brushless DC motors for air-conditioning fans were added (see tables 5 and table 6 of GB25958-2010)
  • Deletion of technical requirements for the target limit value and energy efficiency rating value of small power motors (see 4.4 and 4.5 of GB25958-2010).
  • The requirements for single-phase and three-phase small power motors with energy efficiency level of 120W have been deleted.
  • The requirements for test methods for capacitor operated motors for air conditioning blowers and brushless DC motors for air conditioning blowers have been added (see chapter 6 of GB25958-2010).
  • The requirements for test methods and test were updated (see chapter 6, chapter 6 of GB25958-2010 and chapter 6 of GB18613-2012).

The new GB standard GB-18613-2020 is relevant for CEL (China Energy Label), as it redefines energy efficiency as well as the scope of motors to be certified.
