CCC: New implementation rules CNCA-02C-023:2012 for CCC certification of vehicles

The Implementation Rules are the grounds for which CCC certification relies. They define the certification need, the process necessary to obtain a certificate and required marking of the product with the CCC logo. There are volumes upon volumes of official documents with these implementation rules, with more being added regularly. Implementation rules for interior parts, fuel tanks and seat belts are only three examples within the numerous implementation rules for CCC mandatory products.

The implementation rules are accompanied by the corresponding Chinese GB Standard (National Standard) which defines the scope, parameters and prescriptive limits for product testing required for the CCC certification. The implementation rules are issued by the CNCA (Certification and Accreditation Administration of the People’s Republic of China), therefore each number contains the index “CNCA.”

In 2012, the first draft of the completely revised “Rules for the Implementation of Compulsory Certification of Motor Vehicles (Vehicle and trailer products)”, CNCA-02C-023:2012, were published by CNCA. The comprehensive rules constitute the basic framework for the CCC certification of vehicles. The revised rules now clearly differentiate between the types of certification: Complete car CCC certification, Non-Mass Production CCC or Low Volume CCC exemption. There were also changes in the requirements of test products. Several new components were added that now must be tested in accordance with the respective GB Standard. With more than 60 pages and eight appendices, they are one of the most extensive set of Implementation Rules to date.

The regulatory framework has not been officially adopted or entered into force yet. It is expected that the new Implementation Rules CNCA-02C-023:2012 will become binding and enforced sometime in 2014. We will publish the official announcements of the Chinese authorities in our “News” section. Please check our website regularly since these official announcements are often made without any advanced notice. In 2014 there have already been several announcements regarding changes and updates in Chinese GB Standards and other CCC regulations. In early January 2014, an official notice about the update of Chinese GB Standard for seat belts, as well as new requirements for child restraint systems were published by the CCAP (China Certification Centre for Automotive Products, chin. „中汽认证中心“).

There are consequences that result from changes in implementation rules for car manufacturers who already have models that have been CCC certified. The manufacturers will have a set time frame to meet the new compliance and will be required to immediately meet the new compliance for all new initial CCC certification going forward. Along with the changes in implementation rules there will also be changes in the application forms as well as the required “technical description forms.”
