AQSIQ: Regulatory Changes for the Import of Solid Scrap Materials and Used Mechanical and Electronic Products

The Chinese authority AQSIQ (General Administration of Quality Supervision, Inspection and Quarantine) is responsible for the registration of all exporters who want to import recyclable materials to China. The compulsory AQSIQ-Registration shall ensure that the imported materials are non-hazardous and conform with Chinese environmental standards.

On August 15, 2016 the AQSIQ posted the preliminary notice number 79 on their website.

In notice number 79, the AQSIQ announced upcoming regulatory changes regarding the import of recyclable solid scrap material (AQSIQ decree No. 119) and used mechanic and electronic products (AQSIQ decree No. 171). From the notice it follows that the hearing concerned with AQSIQ decree 119 has been closed and that a corresponding change proposal is in the process of legal revision. A similar change on the import regulations for recyclable solid scrap material can be expected in the near future.

As of right now, the hearing for AQSIQ decree No. 171 is still ongoing, so the final legal changes will be forthcoming. It is still too soon to know the extent of the changes, except that at this point it looks like there will be some modifications in regards to the pre-shipment inspections.
