The affected product categories include:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Meat and meat products<\/li>\n\n\n\n<li>Casings and casing products<\/li>\n\n\n\n<li>Bird\u2019s nests and bird\u2019s nest products<\/li>\n\n\n\n<li>Honey products<\/li>\n\n\n\n<li>Eggs and egg products<\/li>\n\n\n\n<li>Edible oils and fats<\/li>\n\n\n\n<li>Stuffed pastry products<\/li>\n\n\n\n<li>Edible grains<\/li>\n\n\n\n<li>Grain milling products and malt<\/li>\n\n\n\n<li>Dehydrated vegetables<\/li>\n\n\n\n<li>Spice mixtures<\/li>\n\n\n\n<li>Nuts and seeds<\/li>\n\n\n\n<li>Dried fruits<\/li>\n\n\n\n<li>Foods for special dietary purposes<\/li>\n\n\n\n<li>Health foods<\/li>\n\n\n\n<li>Dairy products<\/li>\n\n\n\n<li>Seafood<\/li>\n<\/ul>\n\n\n\n<p>The classification as high-risk food products generally results in stricter registration, supervision, and customs clearance requirements.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Changes Compared to Decree 248<\/h3>\n\n\n\n<p>The new announcement also removes several categories of primary agricultural products from the scope of Decree 280. The removed categories include:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Oil seeds<\/li>\n\n\n\n<li>Preserved vegetables<\/li>\n\n\n\n<li>Dried beans<\/li>\n\n\n\n<li>Raw coffee beans and cocoa beans<\/li>\n<\/ul>\n\n\n\n<p>Manufacturers of these primary agricultural products will no longer fall under the requirements of Decree 280.<\/p>\n\n\n\n<p>Instead, affected companies will be required to register in accordance with GACC Announcement No. 2025\/219 concerning the registration of overseas enterprises for imported agricultural products. This adjustment may significantly impact producers of primary agricultural commodities, as administrative procedures and compliance responsibilities will change accordingly.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Stricter Requirements for Registration and Customs Declarations<\/h3>\n\n\n\n<p>In addition, the announcement introduces for the first time a list of food products that will no longer qualify for automatic registration renewal. The affected categories particularly include:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Meat and meat products<\/li>\n\n\n\n<li>Bird\u2019s nests and bird\u2019s nest products<\/li>\n<\/ul>\n\n\n\n<p>Companies operating in these sectors may therefore face additional reviews or renewed application procedures before their registrations can be extended.<\/p>\n\n\n\n<p>Furthermore, the GACC has introduced more detailed requirements regarding customs declarations for imported food products. The updated rules are intended to strengthen traceability and import controls and may result in additional documentation obligations for exporters and importers.<\/p>\n\n\n\n<p>The publication of Announcement No. 2026\/27 demonstrates China\u2019s continued efforts to strengthen food safety controls and regulatory oversight of imported food products.
