KC – Korea Certification

 

What is the KC Certification?

South Korea is one of the most important and innovative industrial nations in the world. In order to get market access, many products that enter the South Korean market are required to be tested and certified. The KC Certification (Korea Certification) focuses on prevention and reduction of risks regarding safety, health or impacts on the environment.

Before 2009, there were 13 different certification systems by different government organizations and some even partially overlapped. In 2009, the government of South Korea decided to introduce the KC Mark and replaced the previous 140 different test marks.

The KC Mark and the corresponding KC Certificate are similar to the European CE mark and are valid for 730 different products such as automotive parts, machines and many electronic products. This test mark confirms that the product meets the relevant Korean Safety Standard, called K Standard. K Standard requirements are often similar to the respective IEC Standard (Standard of International Electrotechnical Commission). Although the IEC Standard is similar, it is important to confirm that the Korean requirements are also met before importing or selling to South Korea.

KC Certification authorities

The “Korean Agency for Technology and Standards” (KATS) is responsible for the KC Certification in South Korea. It is part of the “Ministry of Trade, Industry and Energy” (MOTIE). KATS is establishing the regulatory framework for the market launch of different consumer goods to ensure the consumers’ safety.

Products which require a KC Label, are obliged to be checked in accordance with the “Quality Management and Safety Control of Industrial Products Act” and the “Electric Appliances Safety Act”.

 

KC Scope of Certification

The KC Safety Certification System covers three product groups: consumer goods, children’s products and electronic products. You can find more info on the latter on our page KC Certification for Electronic Products.

Consumer Goods

Consumer products which might be harmful to the health or safety of the consumer by their usage or through their characteristics, or if they pose a pollution risk to the environment, need to get a KC certification (KC Mark).

Example products which need a KC Korea Certificate for South Korea:

  • Household Appliances (e.g. fridge, dish washer)
  • Audio & Video Devices
  • Scales
  • Fire Extinguishers
  • Glasses Frames
  • Fans
  • Tents
  • High-visibility clothing

Other consumer goods that are required to have the KC label include automotive spare parts in the following categories:

  • Brake Hoses (FMVSS 106)
  • Seat Belt (UNECE Reg. 16)
  • Headlamps (UNECE Reg. 98, 112, 128)
  • Retro-Reflecting Devices (UNECE Reg. 3)
  • Rear Underrun Protective Devices (UNECE Reg. 58)
  • Replacement Brake Parts (UNECE Reg. 90)
  • Replacement Wheels for Passenger Cars (UNECE Reg. 124)
  • Glass Safety Glazing (UNECE Reg 43)
  • Rear Marking Plates for Heavy and Long Vehicles (UNECE Reg. 70)
  • Retro-Reflecting Materials (UNECE Reg. 70)
  • Warning Triangles (UNECE Reg. 27)
  • Rear Marking Plates for Slow-Moving Vehicles (UNECE Reg. 69)

The most important documents, which will be used for the KC certification in South Korea are the Korean “Motor Vehicle Management Act” and the “Korea Motor Vehicle Safety Standard” (KMVSS). The “Motor Vehicle Management Act” deals with the various kinds of vehicles and their registration, as well as the general information about safety standards and self-certification. The “Korea Motor Vehicle Safety Standard” lists the technical features of vehicles and the applicable safety standards.

 

Children’s products

Many products that are intended for or used by children under the age of 13 fall under this category. Amid a special regulation, the Special Children’s Product Safety Act, from 2015 many products require a certification.

This includes the following products:

  • Toys
  • Textiles for children and babys
  • Children’s chairs
  • School supplies
  • Children’s bicycles

 

 

The KC Label

If the product has been successfully certified for the South Korean market, the KC label is required to be displayed on the product. Depending on the type of certification the KC logo should normally be marked in blue or gold and together with the certificate number.

Additionally, it is usually required that certain product information, like model name, manufacturer and rated voltage, are marked on the label as well. The information must be in Korean, while English is optional.
