China Updates CCC Requirements for Power Banks and Lithium-Ion Batteries

China has introduced a major regulatory update for power banks and lithium-ion batteries with the publication of GB 47372—2026, Safety Technical Specifications for Mobile Power Supplies. The new mandatory national standard establishes additional safety requirements for mobile power supplies and expands the regulatory framework governing products subject to China Compulsory Certification (CCC).

The standard was officially released and will take effect on April 1, 2027. To support implementation, Chinese authorities have clarified new certification requirements for mobile power supplies, lithium-ion batteries, and battery packs. Power banks and lithium-ion batteries usually require CCC certification and/ or battery registration in order to be approved for import and sale in China.

GB 47372—2026 Added to the CCC Certification Framework

Under the new regulatory arrangement, GB 47372—2026 will become an additional certification basis for CCC assessment of mobile power supplies, lithium-ion batteries, and battery packs used in relevant applications. The China National Certification and Accreditation Administration (CNCA) has also issued updated implementation rules, designated CNCA—C09—02:2026, replacing the previous trial version issued in 2025.

The scope of the regulation covers portable power products designed to be carried by users and equipped with lithium-ion batteries or battery packs. Products included within the certification category encompass conventional power banks, portable energy storage systems, and mobile power supplies intended for camping and outdoor applications. The requirements apply to products weighing no more than 18 kilograms and containing batteries with a total rated capacity exceeding 600 mAh.

For mobile power supplies, compliance will be evaluated against GB 4943.1, GB 31241, and the newly introduced GB 47372. Lithium-ion batteries and battery packs intended specifically for use in mobile power supplies will also be required to comply with both GB 31241 and GB 47372.

Transition Period and Compliance Implications

A transition period has been established from the date of the announcement until March 31, 2027. During this period, certification applicants may choose whether CCC certification is conducted according to the existing implementation rules or the newly issued requirements.

Beginning April 1, 2027, all CCC certification activities for affected products must be carried out under the new implementation rules. Manufacturers holding existing CCC certificates issued under the previous framework will be required to complete supplementary testing and inspections in accordance with the updated requirements and convert their certificates before the implementation deadline.

The new measures are expected to strengthen safety oversight of portable energy products as demand for power banks, portable storage systems, and battery-powered consumer devices continues to grow. Manufacturers, importers, and exporters supplying these products to the Chinese market should review product specifications, testing programs, and certification strategies well in advance of the effective date to ensure uninterrupted market access.

The introduction of GB 47372—2026 represents another step in China’s ongoing efforts to enhance battery safety and strengthen conformity assessment requirements for products covered by the CCC certification system.
