China Revises CCC Certification Standards for Motorcycles and Components

China has announced a technical resolution introducing revised CCC certification implementation requirements for motorcycles and their components. The decision establishes transition arrangements for updated national standards, defines deadlines for certificate updates, and clarifies the responsibilities of certification bodies and designated laboratories. The revisions are intended to ensure a smooth transition to the latest technical requirements while maintaining regulatory consistency across the compulsory product certification system.

The new requirements apply to manufacturers seeking new CCC certification as well as to holders of existing certificates. Companies will need to comply with the revised implementation schedules and complete certificate updates within the specified transition periods. Motorcycles and motorcycle components usually require CCC certification in order to be approved for import and sale in China.

Revised Standards and Transition Requirements

Under the technical resolution, all new certification applications must comply with the revised standards from their respective implementation dates. Products that have already obtained CCC certification must complete certification updates within the prescribed transition periods.

Where revised standards introduce new or modified test items, manufacturers will be required to carry out supplementary testing before updated certificates can be issued. If no additional testing requirements have been introduced, existing certified products may transition to the revised certificates without repeating product testing.

The resolution also states that certificates not updated before the applicable deadlines will be suspended or withdrawn in accordance with CCC certification procedures.

In addition, where only referenced standards have been updated, the revised versions apply immediately to new certification applications. Existing certified products may transition naturally without requiring replacement of their certificates.

Implementation Schedule for Manufacturers

The revised implementation covers several important national standards for motorcycles and components, including:

  • GB 20073—2025
  • GB 34660—2026
  • GB 4569—2026
  • GB 14622—2026

The implementation deadlines for these revised standards range from 1 July 2027 through 1 July 2030, depending on the applicable standard and product category. Certification bodies are required to conduct certification activities in accordance with the revised requirements, while designated laboratories must complete the necessary capability filings and obtain the required laboratory qualifications before implementing the updated standards.

Manufacturers, importers, and exporters of motorcycles and motorcycle components should review the revised implementation schedule, identify which standards apply to their products, and prepare any necessary testing and certification updates well in advance of the applicable deadlines. Early planning will help ensure uninterrupted CCC certification and continued access to the Chinese market.
