China CCC Certification Automotive: Change of Certification Bodies for Seats, Seat Belts and Other Components – Updates
1. October 2026The CNCA has published an update of the approved certification bodies for various product categories subject to mandatory CCC certification under Announcement No. 26/2026.

The table below shows the current regulatory landscape in the automotive sector for selected CCC categories.
| Certification Body | CNCA Standards / Categories |
|---|---|
| CQC | – |
| CCAP | CNCA-C11-07 Exterior Lighting CNCA-C11-08 Indirect Vision |
| CAERI (CCARI) | CNCA-C11-04 Seat Belts CNCA-C11-07 Exterior Lighting CNCA-C11-08 Indirect Vision CNCA-C11-12 Seats and Headrests CNCA-C13-01 Safety Glass |

| CTC | CNCA-C13-01 Safety Glass |
| SQI | CNCA-C11-07 Exterior Lighting CNCA-C11-12 Seats and Headrests |
According to the publication, CQC has not received approval and is therefore not eligible for the CCC conversion procedure. Certificate holders who have been waiting for CQC accreditation must submit a corresponding conversion application to an approved certification body.
Review – What Has Happened So Far (as of 24 June 2026)
With Announcement No. 10/2026, the CNCA published for the first time the “first group” of designated certification bodies for several CCC self-declaration categories that had previously been transferred from the self-declaration catalogue to mandatory third-party certification – including vehicle seats and headrests, seat belts, exterior lighting, indirect vision, fuses, small motors, power tools and electric welding machines. Among those designated were CAERI, CATARC and CQM, while established major players such as CQC and CCAP were initially not considered for many of these categories. A conversion procedure (“conversion”) was therefore required for existing certificates, with the risk of long processing times, unclear recognition of existing test and inspection reports, and additional costs due to new factory inspections and marking changes. The safety glass category initially remained without a designated body. The CNCA explicitly referred to a “first group” and announced further designations – possibly also of CQC and CCAP. This very expectation has since not been confirmed.
Tightened Market Surveillance as an Overarching Framework
The current development fits into a noticeably stricter approach by the Chinese authorities: as early as April 2026, SAMR had launched a nationwide initiative to strengthen CCC certification – with intensified monitoring along the entire certification chain, periodic reviews of certification bodies and testing laboratories, stricter requirements for type testing and factory inspections including unannounced inspections, as well as consistent action against forged certificates, price dumping and unauthorised involvement of intermediaries. The transfer of 16 product categories – including automotive safety glass and lighting equipment – from the self-declaration procedure to mandatory third-party certification was part of these measures. The certification body list now published consistently continues this course.
Deadline Remains Unchanged
The conversion deadline for all former CCC-SD areas continues to apply until 31 December 2026. All CCC-SD certificates not converted by that date will be cancelled, and pending conversion applications can subsequently no longer be processed.
Recommendation
MPR therefore recommends submitting applications immediately in order to complete the certification process by 31 December 2026 or in accordance with vehicle manufacturer requirements.
