BIS Certification

Since the beginning of July 2013 the certification scheme of the Bureau of Indian Standards (BIS) is mandatory for specific product groups of electrical equipment. The BIS certification shall provide a Third-Party Guarantee of quality, safety and reliability.

The Compulsory Registration Scheme (CRS) lists the following product groups which are currently subject to BIS certification:

The CRS was introduced by the BIS and Ministry of Electronics and Information Technology (MeitY). There are three basic steps for the BIS registration:

  1. Application and supporting documentation
  2. Submission of samples for testing
  3. Submission and approval of marking and labeling of the parts

It is very important that all documents match the information of the application form, labels and associated documents to avoid revisions. There are several test labs in India which can perform evaluation and safety testing of the products. Typically, when sending test samples to India a customs agent needs to pick up the shipment and deliver it to the test lab.

Test labs are not permitted to accept test data from a CB report. The generated test report needs to be submitted to the responsible authority within 90 days by an Authorized Indian Representative (AIR).

Depending on the product, the manufacturer then has to imprint one of two possible marks on the product label. The Standard Mark or the ISI Mark:

The Standard Mark (the first logo above) is compulsory for certain types of electronics and IT goods, whereas the ISI mark (the second of the two logos) is mandatory for product categories such as cement, household electrical goods, food products, steel materials, etc.. The ISI mark is also used for several voluntary product categories.

Note that components of BIS mandatory systems may also require BIS certification at the component level. As documentation is inconsistent, test laboratories may have differing opinions on the exact types or applications which require mandatory certification. Conversely, if a system does not require compulsory BIS, its sub-system components would not require BIS either, even if they would require it as stand-alone products. It therefore is crucial that your products arrive at customs with the proper documentation.

At this time there is no factory inspection needed for BIS Certification, but this could change soon. The certification is valid for two years and can be renewed if there are no changes of the product or standard. The BIS certificate does not apply to a certain product model or family, but covers all products/models produced by a particular factory. After the certificate is issued, MeitY can ask for random sample tests and randomly assign a test lab to carry out the BIS surveillance. Normally, the factory/local representative has then 15 business days to comply with this order and coordinate the sample testing. The testing facility will then provide the report to MeitY.
