Application of the HS Code for Determining CCC Obligations of Products
The HS Code (HS stands for “harmonized system”) or the respective customs tariff number, is often used mistakenly by companies as an indicator to determine the CCC obligation of products or single components. But, relying on the HS Code alone will often result in incorrect results.
Some possible reasons for incorrect determination of the CCC obligation are:
- HS Code does not reflect the performance and/or features of the products which does not provide a good basis of comparison with the GB-Standards.
For motors, such features need to be checked:
– Type of motor (synchronous, asynchronous)
– Number of revolution per minute
– Number of poles
– Current / Voltage
– Power in kilowatts
– Duty type (S1, S2, S3)
- HS Codes are independent from the CCC product catalogue, and are not simultaneously updated. This often results in incorrect correlation of product categories.
- Some HS Codes are not assigned to GB-Standards, although the product requires CCC certification.
In 2012, the Chinese authority CNCA (Certification and Accreditation Administration) published a list with 491 HS Codes and corresponding GB Standards that has since been expanded to 892 codes.
Reliable Examination of the CCC Certification Obligations
In determining the CCC obligations for product reliably, the product must be examined according to its functions and performance. The following regulations must be used:
- GB-Standards
- Implementation Rules
- CNCA-Standards
For further clarification of the obligations for certification, it is advisable to consult the responsible certifying authorities (CQC, CCAP, CRCC, CAMC, etc.). Furthermore, it may be necessary to consult with the CNCA accredited test laboratories to get a detailed interpretation of the corresponding GB Standard(s).
